    JOB DESCRIPTION

    Under the general supervision of the Director, manage the day-to-day activities of the Marketing and Communications staff within the Agency Policy and External Affairs division, provide general supervision to subordinate staff; assist in the training of new Division staff members; develop and oversee marketing plans and activities for the promotion of NJHMFA programs and products to serve the business objectives; manage HMFA media outreach efforts, advertising, communications and events; oversee the development of marketing materials to be used as tools to consumers and outside organizations; act as a liaison between state offices and perform related duties as required.

    Manage the day-to-day activities of the Marketing and Communications Staff; identify goals and issues, and provide feedback and recommendations to the Director of Policy & External Affairs.

    Develop and implement all marketing strategies and tactics for the Agency programs and products.

    Provide general supervision to subordinate staff; assign and instruct subordinates in the performance of their work; assist in the training of new Division staff members.

    Draft and review written deliverables such as media advisories, press releases, public statements, and press
    conference materials.

    Serve as public information liaison with the Department of Community Affairs' Communication Department, providing detailed program and project information for press calls, commissioner speaking points and related events.

    Assist in the analysis of program data and research into compelling narratives for external pieces including press releases, speeches, and print content.

    Work directly with the Executive Director and other Senior Leadership members to organize and execute internal and external conferences, trainings, and press events.

    This includes gathering and organizing program information, speaking points, presentations, and reports, as well as overseeing the preparation of handout packets and coordinating internal staff for event support.

    Craft speeches that are engaging, persuasive, and tailored to specific audiences. Ensuring that speeches align with the agency brand and executive director communication style.
    Research and gather information to support the content of speeches and communications.
    Reviewing and revising speech drafts based on feedback from the executive and other stakeholders.
    Providing guidance on delivery and presentation skills to help executive effectively convey messages.
    Develop and manage the execution of integrated communication and public relations strategies for HMFA and the services it provides. Coordinate with internal teams to ensure that messaging is consistent and aligns with Agency goals and mission.

    Manage HMFA media outreach efforts, advertising, communications, training and events; oversee the development of marketing materials to be used as tools to consumers and outside organizations.

    Communicate and coordinate marketing efforts with key internal and external contacts.

    Plan, administer, and supervise the preparation of promotion and education materials to meet the specific needs of consumers, legislative partners, community liaisons, direct marketers, television, exporters and exhibits, and trade shows.

    Oversee and coordinate the development, design and implementation of the Agency's website, social media outlets, print advertising and all external communications with consumers and business partners to ensure a consistent cohesive message.

    Oversee updates and edits of the Housing Resource Center website performed by the Communications & Marketing team for the continued and ongoing operation of the website and toll-free call center.

    Work closely with the NJHMFA's website team to ensure information is current, providing any edits or updates as needed. Coordinate the marketing of HRC to consumers, realtors and property managers.

    Oversees communications and branding strategies in various online and print platforms, such as LinkedIn, Instagram, X (formerly known as Twitter) and Facebook.

    Maintain relations with customers and business partners by organizing and developing specific customer-relations programs; and determining company presence at conventions, annual meetings, trade associations, and seminars.

    Oversee the coordination and distribution of HMFA program information to inform and promote HMFA services and products to such groups as individuals, housing related industries, non-profits, local community leaders and faith-based institutions.

    Oversee and coordinate the public message at internal and external trainings and presentations to inform and promote HMFA programs.

    Work as a key member of the marketing team on conferences and events to ensure that the public message is consistent with the Agency's desired public image.

    Act as liaison between State and local offices, for public outreach events and marketing initiatives, and internal departments to ensure that all promotional publications are current, distributed appropriately and provide a consistent, cohesive message.

    Create a quarterly outreach calendar for the promotion and advertising of HMFA programs, keeping within the outreach/marketing budget. Create a weekly printed material calendar for the design department and mailroom.
    Coordinate internal departments and staff for the preparation, implementation and completion of mass mailings for HMFA programs.
    Adhere to deadlines and managing multiple projects simultaneously.
    Perform related duties as required

    MINIMUM REQUIREMENTS

    Education / Experience:


    Bachelor's degree in English, Communications, Public Relations, Journalism or related field; five (5) years of related experience, some of which must be in project management, public relations, writing, event planning, and/or marketing outreach; three (3) years of supervisory experience; or any equivalent combination of education and experience that meets the required knowledge, skills and abilities.


    Skills:
    Knowledge of Federal and State housing programs.
    Knowledge of program development and implementation procedures.
    Knowledge of program planning, project planning, event planning and marketing methodology.
    Ability to develop and maintain a thorough understanding of HMFA programs.
    Ability to establish and maintain effective working relationships with internal staff, State and local officials, and housing industry officials.
    Ability to plan, organize and manage multiple projects simultaneously while under tight deadlines with minimal supervision.
    Excellent editing and proofreading skills.
    Ability to communicate effectively, both orally and in writing and to actively listen.

    Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management.
