    The Home for Good team's

    workforce development initiative

    is rooted in the knowledge that progress on homelessness can't be made without a capable and adequate workforce. Today, there are over 8,000 positions in the local homeless services sector, but it is a sector in crisis. Roughly 33% of those positions are vacant.

    The vast majority (82%) of those vacancies are in direct service/front line positions, which are critical to getting clients assessed, document ready, housed, and stabilized.

    WHY WE NEED YOU

    Homelessness Workforce Initiatives Manager

    role.
    You will contribute

    toward the stabilization, optimization, and capacity of LA's homeless sector workforce

    by successfully

    leading changes to workforce systems, managing major investment projects,

    and

    collaborating with homeless sector partners to design a more inclusive and effective workforce.
    You will have the unique opportunity to

    HOW YOU'LL CONTRIBUTE TO THE CAUSE
    Homelessness Sector Workforce Expertise & Strategy

    o Ensure our work is aligned to a clear vision and actionable strategies to achieve that vision, and when that shared strategic vision does not exist, find a path to create one.


    o Serve as an internal and external thought leader on evolving capacity needs and challenges of the homeless sector's workforce.

    o Advise other internal departments on the integration of solidarity economics into political, public, and popular education strategies.


    o Facilitate high-level, complex and dynamic meetings and projects as needed with the ability to seamlessly build relationships with partners of all levels and backgrounds.


    o Serve as an agile, adaptable utility player able to step into a wide range of projects and initiatives, in various capacities from support to leadership roles, and find commonalities to unify and align multiple streams of work towards UWGLA's highest level mission goals.

    Homelessness Workforce Initiatives Project Management

    o Accurately understand the specific needs of the people we are trying to help and ensure that our projects are designed and positioned to meet those needs, and that success metrics accurately inform our assessment of the project's impact.

    o Build comprehensive and agile project management plans which accurately determine resource requirements, timelines, milestones, contingencies, and stakeholder involvement/engagement.


    o Continuously monitor project progress at each stage, making adjustments and adaptations as needed and documenting progress, challenges, and mitigation steps along the way.


    o Communicate clearly and routinely with key stakeholders about project design and progress, managing people's expectations and ensuring accuracy, accountability, and transparency.


    o Collaborate with all key project stakeholders to leverage their knowledge and expertise to ensure project success or timely course correction.

    Relationship Building & Communications

    o Partner cross-departmentally to communicate the value and impact of United Way's homelessness work effectively to stakeholders, and to execute high-quality engagement activities and events for United Way's partners.


    o Build and foster ongoing relationships with other thought leaders, practitioners, advocates, technical assistance providers, community members and other organizations as needed to advance initiatives, work plans and programs.


    o Build authentic relationships by consistently following through on commitments with multiple stakeholders across communities, from neighborhood advocates to elected officials, to ensure success of the projects.


    o Consistently and proactively communicate via all available channels including in-person visits, calls, emails, hosting exploration meetings, weekly or bi-weekly meetings and related events for wealth building efforts as needed.


    o Meaningfully engage partners and stakeholders as force multipliers to increase the effectiveness of our collective advocacy for systems change.

    Operations & Budget Tracking

    o Ensure program funding is received by United Way as scheduled and initiate accounts payable process by receiving invoices and submitting documentation to Finance department.


    o Identify initiative outputs and metrics ensuring they are measurable and tracked, adjusting strategies as necessary to improve program performance.


    o Facilitate requests for impact metrics to inform program performance dashboards, and follow-up with community members and partners to ensure high response rates.


    o Identify necessary assets (e.g., marketing materials, documentation, etc.) and execute their developmentin order to successfully reach out to agencies and other organizational partners regarding programs.


    o Support fundraising efforts for homelessness initiatives by acting a subject matter expert, persuasively explaining the vision and goals of United Way's homelessness initiatives to prospective donors and supporting the grant writing process as necessary.

    WHAT 1 YEAR OF SUCCESS LOOKS LIKE


    Re-establish the Workforce Development Leadership Table (WDLT) – a table of leading service provider and system/policy partners – and refine its structure of related subcommittees and working groups to identify challenges and opportunities in the sector.

    Work with the Workforce Development Leadership Table to craft 2-4 priority initiatives that demonstrate recruitment and retention solutions. Possible initiatives include a shared marketing campaign to recruit under-represented populations, career pipelines for


    people with lived expertise, on-call case management support, centralized back office/contracting systems, and improved sector onboarding, training & wellness supports.

    Create a data and evaluation plan for the priority initiatives & present updated findings on the state of the sectors workforce for policy makers, advocates, and funders:

    SKILLS YOU'LL NEED TO SUCCEED (The Must-Haves)


    Education & Experience:
    o High school diploma or GED required; Bachelor's degree a plus

    o Minimum 5 years of related work experience in homelessness initiatives, human resources, employee recruitment or retention is required

    o Demonstrated experience managing large complex projects with multiple stakeholders is required


    Personal Qualities:
    o You enjoy a hybrid environment that includes both in-person and remote work styles and are able to work from our DTLA office on Tuesdays and Thursdays

    o You are able to provide documentation of your status as fully

    vaccinated with primary series of COVID-19 vaccine

    upon being hired.

    as an organizational operating principle and are committed to continued learning on issues related to race, equity, diversity, and inclusion.

    o You understand the structure and functions of the

    homeless services sector

    as an important piece of the local economy

    workforce capacity challenges

    and opportunities that impact hiring, retention, career development, and racial equity in the homeless services sector

    COMPENSATION & BENEFITS

    Hiring Salary Range:
    $78,000-$83,500 dependent on internal equity and a variety of job-related factors including, but not limited to, experience, training, education, and market demands.

    The benefits available for this position include medical, dental, vision, 403(b) plan, pension, life insurance coverage, disability benefits, paid holidays, and paid time off.


    Please note:
    This position is grant-funded for two years.
