    Job Summary

    The Director of Security Operations serves as the lead manager of the security operations section of the Department.

    The Director of Security Operations reports directly to the Chief of Security and is expected to collaborate in developing and maintaining active security prevention programs, community policing objectives, directed patrol priorities, investigative processes, positive community relations, and accuracy of relevant departmental records.

    The Director of Security Operations is responsible for overseeing core security operations which includes assigning, coordinating and directing security patrol resources, ensuring through the Campus Security Supervisors that appropriate field supervision occurs and that the goals and the mission of the department are met. The Director of Security Operations deploys and oversees the allocation of security resources, so that patrol section responses to calls for service are handled in a timely fashion and with a professional demeanor.

    The Director of Security Operations is responsible for ensuring that all members of the department under their command are effectively trained, prepared and supported to perform their duties to protect the Institute community by employing the practices and philosophy of community policing and exceptional community service.

    The Director of Security Operations will be expected to take a limited leadership role in event planning, incident command, crisis preparation and response and maintain effective and collaborative relationships with key members of campus, local, state, and federal law enforcement agencies. The Director of Security Operations generally supervises individuals at the level of Security Shift Supervisor & Duty Officer.

    The Director of Security Operations may be required to workday or night hours and weekends, as well at major events such as Commencement, Orientation, athletic events, concerts, parties, and other events, when required. The Director of Security Operations shall effectively perform other related duties as assigned.

    The Director of Security Operations must remain familiar with current issues relating to campus security and public safety, as well as training needs, crime prevention, investigatory practices, and specific supervisory and patrol functions.

    This is an Essential Reporting position. In the event of an emergency on campus, an employee designated as essential reporting has essential job skills that are needed for response and recovery and is expected to report to Campus as soon as possible.

    Essential Job Duties

    At the direction of the Chief of Security and Parking Services, the duties of the Director of Security Operations are:

    • May assume the role of Acting Chief in the absence of the Chief of Security.
    • Supervises, through shift supervisors, all positions within the operational units, including Special Response Officers (SROs), Investigator, dispatchers, security officers, and other subordinate personnel in the operations unit.
    • Motivating, training and directing Operations unit personnel, ensuring that staff have positive engagement with the Caltech community.
    • The Director of Security Operations will oversee and support all functions relating to dispatch and communications, and dispatcher training.
    • Coordinates and oversees case investigations, including criminal cases and those requiring referrals to the Institute's student conduct office, Title IX office and Human Resources EOD office.
    • Assists in reviewing, developing, implementing, and recommending technical training programs.
    • Maintains working relationships with local, state, federal and campus law enforcement partners, as well as with the Caltech community.
    • During a critical incident, the Director of Security Operations may serve as the on-scene Incident Commander, coordinating department resources as appropriate, until relieved.
    • Evaluate the work performance of Security Operations staff.
    • Must be effective and comfortable with speaking before groups of students, parents, and administrators.
    • May be required to serve as a rotational "duty manager" responsible for being on-call after hours and on weekends.
    Basic Qualification
    • A bachelor's degree in criminal justice or a related field, or a combination of relevant industry education and 15 years of relevant security or sworn law enforcement experience.
    • At least 8 years of progressively responsible supervisory experience.
    • Must have investigative, tactical, or training experience.
    • Exceptional written and verbal communication skills.
    • Must be knowledgeable in the use of computers with demonstrated proficiency of Microsoft Suite, Report Exec (CAD), and any other applications which may become required.
    • Strong interpersonal and networking skills.
    • Must ensure compliance with departmental and Institute rules, regulations, policies and procedures.
    • Must be able to utilize the department and Institute computer systems that are currently in place and have the ability to analyze and evaluate information and develop reasonable and effective courses of action to resolve problems.
    • First Aid/CPR/AED certification upon hire.
    • Must have extensive knowledge of the Jeanne Clery Act and current certification, or must be able to become knowledgeable and obtain basic certification within the first six months of hire.
    • Must possess a CA valid driver's license upon hire and be able to drive Institute vehicles.
    • Must be eligible and be able to adhere to the Institute's Motor Vehicle policy.
    The following physical requirements may be required:
    • Standing at times for prolonged periods, walking, reaching, climbing, lifting 50 lbs. as needed in certain situations, carrying, writing, pushing, pulling, hearing, squatting/kneeling, driving, speaking, seeing, and restraining suspects.
    • May be exposed to noise, chemicals, heat/cold, carcinogens, fumes/gases, dirt, and human tissue/fluids, extreme weather, and temperatures.
    • Irregular work schedule, multiple concurrent tasks, frequent interruptions, detailed work, frequent deadlines, periods of concentrated attention, and frequent contact and interaction with people.
    Preferred Qualifications
    • Master's Degree in a related field.
    • BSIS guard certification and baton certification.
    • Recent experience in a Higher Education or research environment.
    • P.O.S.T supervision certificate is desirable.
    • FEMA ICS, NIMS, and CERT training preferred.
