    The Foreign Payroll Coordinator Senior is responsible for processing agency global payrolls.

    The incumbent will process and reconcile global payrolls for expatriate and direct local hire employees ensuring compliance with state, federal and global/host nation laws and regulations; prepare, review, audit, and certify tax-related transactions and reports; and assist with payroll, tax, time and labor, and/or retirement related inquiries.

    The incumbent will proactively work with the Employee Payroll team, Finance staff, external global payroll partners, and agency employees.





    WHAT YOU WILL DO:
    Payroll Processing & Compliance



    • Processes agency global payrolls including expatriate and direct local hire employee payrolls in accordance with the established federal, state, and host country regulations, policies, and procedures.
    • Coordinates the onboarding and offboarding of expatriate and direct local hire employees to/from foreign and US payrolls.
    • Audits and certifies expatriate shadow payroll and local hire payroll transactions, tax liabilities and tax reporting.
    • Coordinates payments of monthly and quarterly foreign tax liabilities to governmental tax authority and payroll expenditures to third party global provider.
    • Assists with the reconciliation of global payroll related transactions to the general ledger and expense reporting system.
    • Coordinate with global payroll partners in preparing and reviewing of tax accruals, home and host country tax payments, hypothetical tax withholdings, tax equalization settlements, year-end reporting, etc.
    • Assists with annual payroll compliance reporting for international entities.
    • Manages relationships with external global payroll providers to ensure the timely and accurate processing of payroll and the safeguard of employee data.
    • Researches and interprets federal, state, and global employment laws and income tax requirements related to expatriate and Global payrolls.
    • Researches and assists with developing payroll requirements for implementation of new payroll setups with service providers in the new host countries in conjunction with international expansion efforts.
    • Responds to complex verbal and written inquiries from foreign reporting entity personnel regarding laws, rules, policies, procedures, forms, and processes related to reporting requirements.
    • Assist expatriate and direct local hire employees in resolving complex payroll, tax, time and labor, benefits and/or retirement-related questions, issues, and concerns.
    • Stays abreast of federal, state, and foreign payroll legislation impacting the agency payrolls and coordinates with the appropriate internal and external parties to ensure compliance.
    • Assists with implementing state, federal, and host country legislative changes relating to payroll and statutory required benefits and assist with policy development.
    • Remains updated on standard methodologies for payroll, compliance, internal controls related to Global Payroll.
    • Develops opportunities to optimize payroll processes for global payrolls.

    Departmental Support


    • Assists with the implementation of global offices including researching foreign employment laws, income, and social tax regulations, registering entity as an employer, and setting up the employee's tax jurisdiction in the host country.
    • Assists with the oversight of the time and labor and benefits program for expatriate and direct local hire employees including explaining the state, federal and foreign regulations and statutes related to the leave programs.
    • Researches and assists with developing requirements for implementation of new benefits coverages for direct local hire employee payroll.
    • Performs related work as assigned.

    WHAT YOU WILL BRING:

    Required Education


    • Bachelor's degree from an accredited college or university in accounting, finance, or a closely related field.
    • High school diploma or equivalent and additional full-time experience in payroll, benefits, accounting, financial analysis, or related experience may be substituted on an equivalent year-for-year basis.

    Required Experience


    • Six (6) years of full-time directly related, progressively responsible experience in payroll, accounting, financial analysis, or related experience.
    • Four (4) years of full-time directly related, progressively responsible experience in global payroll administration or related experience.
    • Experience may be concurrent.
    • A master's degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis.

    Required Registration, Certification, or Licensure


    • None.

    Preferred Qualifications


    • Experience with statutory benefits processing.
    • Experience with global leave administration policies, procedures, processes, and systems.
    • Certification as a Certified Payroll Professional (CPP) and/or Certified Benefits Professional (CBP).

    Knowledge of:


    • General payroll and accounting principles, procedures, and practices.
    • Federal and foreign payroll laws impacting agency payroll and tax reporting functions.

    Skills in:


    • Analyzing payroll and accounting records, troubleshooting associated problems, and interpreting and applying applicable laws, policies, and procedures.
    • Preparing and maintaining accurate records.
    • Planning, organizing, and prioritizing work assignments to manage a high-volume workload in a fast-paced and changing environment, and completing detailed work with a high degree of accuracy.
    • Accurately using a ten-key calculator.
    • Using a computer in a Windows environment with Microsoft Office word processing, spreadsheet, and other business software, including accurately entering alpha/numeric data.
    • Providing quality customer service.
    • Effective written and verbal communications, including explaining complex information to others in an understandable manner and writing clear and precise correspondence.

    Ability to:


    • Use Excel at an advanced level.
    • Establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts.
    • Work effectively in a professional team environment.
