- Assists in development, monitoring, and coordination of Business Continuity and Disaster Recovery Planning. Acts as liaison with Federal, State, and Local Disaster Planning agencies.
- Works with Management Information Services (MIS) and Internal Audit departments to develop and assess the District's Cyber-Security program. Serves as a member of the District's Cyber Security Committee.
- Directly oversees all claims management functions for the district's self-funded unemployment program, including investigation and review of claimant personnel files for details regarding nature of job separation so that a timely response can be filed on behalf of the District. Responsible for coordinating District representation at unemployment hearings.
- Directly oversees the administration of the District's self-funded workers' compensation program.
- Manages the departmental budget and monitors the fund balances for the District's property casualty insurance programs, workers' compensation program, and unemployment compensation insurance program.
- Researches, develops, implements, and maintains District-wide crisis management program for all campuses and District locations; oversees District "in-case-of crisis application, updates policy, coordinates with local, city and state emergency management agencies and coordinates District crisis communications during District emergencies.
- Researches, develops recommendations, implements changes, and monitors Texas Division of Workers' Compensation (DWC) compliance.
- Coordinates insurance carriers all District litigation in the areas of fleet liability, school board legal liability, cyber liability, and general liability claims.
- Works as needed with insurance carriers, coordinating witnesses, interrogatories and documentation, attending hearings and depositions, developing strategies with legal counsel and presenting to superintendent's office and board.
- Identifies, evaluates, and develops recommendations for liability exposures, general liability, cyber liability, police liability, school professional liability and School Board legal policies - Researches liability issues for principals, executive directors, associate superintendents and superintendent for Board reports as issues arise or as requested by Board Members.
- Develops regulations for the District's "Vandalism/Theft Reporting Program", audits all reports to assure appropriate documentation is in place, authorizes any reimbursement for losses and maintains loss reports.
- Serves as resource for individual schools and departments in developing and updating critical incident response procedures - Provides assistance in evaluating fire drill evacuation plans, tornado shelters, bomb threat procedures, etc. - Liaisons with county and city emergency planners.
- Coordinates annual Underground Storage Tanks Financial Responsibility insurance requirements for above and below ground storage tanks as required by law.
- Oversees and assists with completion and reporting of Senate Bill 11 mandated safety and security audits to the State of Texas.
- Assists with the state-mandated District Safety and Security Committee meetings.
- Files, coordinates, and manages the processing of all property and casualty insurance claims for the district. Maintains comprehensive statement of property values.
- Maintains district fleet inventory for purposes of auto insurance coverage, monitors district driver eligibility and ensures compliance with department of transportation compliance standards.
- Maintains confidentiality of information.
- Regularly required to drive District vehicles in the performance of assigned tasks.
- Reports to work on time every day.
- Performs additional duties and accepts other responsibilities as may be assigned.

Certified School Risk Manager, Field Safety Representative, or other designation for insurance

PRIMARY PURPOSE SUMMARY:
Responsible for protecting the people, property, and assets of North East Independent School District, using a variety of Risk Management techniques and strategies.
Oversees District-wide safety program, property casualty insurance programs, some critical incident response planning, self-funded workers' compensation program, self-funded unemployment program and the District's emergency and business continuity planning.
Helps coordinate and conduct liability research for Board reports, initiates accident investigations, monitors compliance with related federal, state and local mandates.
Responsible for coordinating all memorandums of understanding with local government and private sector agencies related to emergency planning and operations.
