    Description

    The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

    EOTSS is seeking a highly collaborative, passionate, and confident communications professional to tell our story. The Director of Internal Communications will focus on developing effective and engaging internal communications to enhance employee engagement, while also supporting our communications with partners external to EOTSS. The ideal candidate will have proven success in developing and executing internal communication strategies in a technological environment. This role will report to the Chief of Staff and work in collaboration with departments across the executive office.

    The primary work location for this role will be One Ashburton Place, Boston, MA, 02108 . The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM . This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

    Duties and Responsibilities:

  • Develop and manage a strategic internal communications plan.
  • Ensure all internal agency communications articulate proper content and image of the organization across all mediums and maintain consistent messaging and tone of voice.
  • Work closely with the senior leadership team and other key departments on communicating organizational announcements, key issues, and upcoming events.
  • Advise senior leadership on communication best practices.
  • Develop engaging and informative content for various internal communication channels, including employee newsletter, intranet, emails, and other multimedia platforms.
  • Oversee, manage, and develop messaging for EOTSS social media platforms.
  • Lead internal communication efforts during periods of change management by providing timely and transparent communication.
  • Communicate initiatives that inspire a highly engaged workforce throughout the organization and facilitate two-way communication channels to gather insight from employees.
  • Support the development of messaging to technical partners in other secretariats.
  • Plan and execute events, meetings, and logistics with strategic partners that engage audiences.
  • Support employee events and meetings, as needed.
  • Monitor, measure, and analyze the effectiveness of internal communication initiatives.
  • Preferred Knowledge, Skills, and Abilities:

  • A minimum of four (4) to six (6) years' experience of developing and managing a technical communications strategy.
  • Proven experience in communications, public relations, or related field within the technology sector.
  • Demonstrated understanding of technology industry trends and terminology.
  • Previous experience with Microsoft SharePoint is preferred.
  • Possess strong oral and written communication skills including the ability to clearly transform complex issues into accessible, reader-friendly communications.
  • Excellent communicator with the ability to influence and persuade across all levels of the organization.
  • Ability to take initiative to build strong, productive, and trusting relationships with all levels of an organization.
  • Professional and positive approach, self-motivated, team player, dynamic, creative with the ability to work on own initiative and think critically.
  • Strong business analytics, relationship management, strategy development, project management, and change management skills.
  • Exercise a high degree of tact and diplomacy.
  • Qualifications

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

    Substitutions:

    I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

    II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

    III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
