    Position Summary


    The City of Brooklyn Park, Minnesota's sixth largest municipality, seeks a City Engineer to join the Operations & Maintenance Department's leadership team.

    This position plays a key role in helping the community achieve its vision:
    Brooklyn Park, a thriving community inspiring pride where opportunities exist for all.


    The City Engineer is responsible for the design, construction and inspection of public and private infrastructure, strategic planning and general management of the Engineering Division.

    This role offers an opportunity to positively impact Brooklyn Park's infrastructure and development of over 700 acres of vacant land.

    The position is responsible for the direction, management and leadership of a team of nine staff members.

    Essential Duties and Responsibilities


    Lead, manage, and direct Engineering Division operations and staff to ensure department goals and objectives are achieved Provide engineering review of projects and permits for other divisions and departments within the city Manage design staff in preparation of plans and specifications for public improvement projects Manage street and utility construction/reconstruction projects Manage city improvements and consultant contracts to include authorization of payments, change orders, etc.

    Manage engineering projects and programs to include strategic and Capital Improvement Plan development Respond to resident calls, issues, and requests; assist staff with resident issues, etc.

    Minimum and Desired Qualifications

    Education
    Bachelor's degree in Civil Engineering

    Experience

    Registration as a Professional Engineer in the State of Minnesota or ability to obtain within six (6) months of employment Five (5) years of experience working as a professional engineer that includes two (2) years of supervisory experience

    Equivalency
    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Knowledge, Skills & Abilities

    Engineering Expertise:
    Knowledge of public improvements and assessments Knowledge of public easements and right of way Knowledge of leading best practices in engineering Ability to produce and review project designs, site designs, specifications, estimates, and reports


    Leadership and Management:
    Ability to successfully manage the Engineering Service Division Ability to effectively serve as the O&M Department liaison with the Community Development Department Ability to develop strategic plans and programs to implement and achieve division objectives Ability to effectively work with teams and foster intra-department and inter-department collaborative relationships


    Financial Management and Planning:
    Previous experience developing and monitoring budgets Knowledge/experience developing Capital Improvement Plans Legal and

    Regulatory Knowledge:
    Knowledge of applicable federal, state, and local laws, statutes, and regulations

    Ability to clearly, concisely and effectively communicate, both in verbal and written formats Ability to conduct public meetings and presentations Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction

    Desired Qualifications

    Legislative experience Ten (10) years of municipal engineering experience (consulting or government) Five (5) years of progressively responsible supervisory experience Five (5) years of experience with capital improvement planning and implementation Five (5) years of experience with project management of street and utility construction/reconstruction projects Five (5) years of experience with transportation interchange planning Previous experience working on Light Rail Transit projects Previous experience training and developing engineering staff Previous experience working with diverse populations Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese

    Selection Process/pre-scheduled test dates

    The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%).

    Anticipated Work Schedule:


    Position is a full-time, exempt, non-union position that will include a standard eight (8) hour work day; may include occasional evening hours.


    Anticipated Salary:
    Dependent on qualifications plus City's full-time employee benefit package. This job title is a part of a city-wide compensation study and the salary range is under review.


    Work Environment:


    Work is performed in several types of environments that may involve extended periods of sitting, standing, and/or moving about during the day in both indoor and outdoor facilities, and traveling to various locations in the Brooklyn Park area.

    Engineers may need to be able to lift or carry objects weighing up to 30lbs occasionally.

    Regular, full-time City of Brooklyn Park employees (40 or more hours per week) are eligible for a benefits package including:
