    Responsibilities


    Manages the contracts and subcontracts function and performs contract negotiation, analysis, and administration; proposal preparation; and customer contact related to contract acquisition and fulfillment.

    Manages the development of contract policies, procedures, methods, operating practices, and performance standards for contractual programs. Handles more complex bids that may require integrating proposals from subcontractors and other potential vendors. Facilitates effective implementation of contract responsibilities within program objectives and requirements. Reviews and resolves all issues effecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives. Advises management of contractual rights and obligations and provides interpretation of terms and conditions. Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications. Provides contractual guidance to business team members for appropriate statement of work (SOW). Manages contract change control process. Focal point for communications with legal, finance and business team disciplines for resolution of contract issues and disputes.


    Key Responsibilities:

    • Administers, extends, negotiates and supports contract closeout of standard and nonstandard contracts, task orders and subsequent amendments.
    • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with Company policies, legal requirements, and customer specifications.
    • Support risk reviews for solicitations, ensure terms and condition compliance, complete proposal compliance checks (color team participation), responsible for completion of any representations and certifications, assist with proposal and pricing strategy, supports the development of the contracts volume (to include any OCI Mitigation Plans), and serve as the negotiator for any resultant contract negotiation.
    • Advises program team of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
    • Monitors program performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations.
    • Prepares and disseminates information throughout the organization regarding contract status, compliance, modification, deviation, negotiation, and termination.
    • Initiates documentation to authorize and direct work in accordance with contractual specifications.
    • Maintains contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects.
    • Supports non-disclosure agreement and teaming agreement negotiations between company and outside sources.
    • Fosters trusting relationships with internal and external customers.
    • Ensure the contracts system as well as filing is up-to-date in accordance with policies and procedures and support general ad hoc reporting and tasking.

    Qualifications


    Basic Qualification:

    • U.S. Citizen
    • The ability to obtain a Public Trust clearance.
    • Bachelor's degree with - 7 years, master's degree with - 5 years, or PhD with 0 - 2 years of experience; four (4) years of experience can be substituted in lieu of a bachelor's degree.
    • Experience supporting a range of customers, including federal civilian sector agencies.
    • Working knowledge/understanding of FAR
    • Business acumen with ability to think critically and develop creative and practical solutions.
    • Experience with the development and negotiation of bids.
    • Working knowledge of a variety of contract types.
    • Strong writing and time management skills.
    • Attention to detail and organization.
    • Highly adaptable to change.
    • Ability to multi-task and operate in a fast-moving environment.

    Target Salary Range

    $51,000 - $82,000. This represents the typical salary range for this position based on experience and other factors.
