- Serves as the office lead on infrastructure, livable centers, placemaking, and environmental design, managing efforts for sustainable community growth.
- Manages the Fort Bend County Major Thoroughfare Plan, mobility and drainage bond projects, safety studies, multimodal transportation plans, resiliency plans, parks master plans, infrastructure needs assessments, neighborhood plans, property plats, impact studies, and project performance measurement.
- Coordinates with relevant internal and external department heads, tracking budgets and change orders, project schedules, and project agreements to advance projects.
- Manages residential and commercial development portfolio, studying and reporting on market trends, and managing special purpose districts to advance development priorities.
- Researches and manages grant opportunities to support community development initiatives.
- Performs community outreach.
- Works directly with community members and external stakeholders to address a variety of issues.
- Reports service outcomes and trends across the precinct and recommends areas for improvement.
- Assists in constituent services by tracking and responding to casework correspondence, meeting with constituents via phone or face-to-face and tracking constituent calls, letters and on-line correspondence.
- Provides follow up and responds to constituents on major infrastructure projects.
- Acts as a liaison for federal, state, local agencies community on related work.
- Screens and refers cases to other government agencies as needed.
- Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
- Works during standard business hours, but at times required to work evenings and weekend hours for office-related activities.
- Performs other duties as assigned.
- Bachelor's Degree in City/Urban Planning, Civil Engineering, or an applicable academic discipline or other related field from an accredited college or university. Experience may substitute for education.
- Four years of professional experience in urban planning, engineering, community development or related fields. Advanced education may substitute years of experience.
- Proficiency in all Microsoft software applications to include Outlook, Word, Excel, PowerPoint and SharePoint.
- Knowledge of ways to engage communities and perform outreach efforts.
- Strong written and oral communication skills; Effectively communicate with team members with an emphasis on stakeholder engagement.
- Ability to evaluate trends and make suggestions for improvement of community- related programs;
- Ability to perform case management to include tracking and reporting on all cases in all stages of completion.
- Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.
- Spanish-speaking preferred.
- American Institute of Certified Planners (AICP) Certification preferred.

JOB SUMMARY:
The Project Manager Planning & Infrastructure, leads Precinct 4s strategic planning and infrastructure development portfolio. The incumbent will lead the precincts efforts to promote sustainable development informed by an equity lens.
The PM will serve as the point of contact for external and internal inquiries on major infrastructure and development projects in Precinct 4. The PM will help in developing, driving, and monitoring the Precincts Master Development Plan; coordinate grant opportunities on behalf of Precinct 4 with appropriate County departments and external stakeholders; and assist residents in addressing infrastructure needs. The PM will serve as the offices lead on livable centers, place making, and environmental design to ensure the development of environments that foster community and a promote wellbeing.
The PM will participate in planning of programs, policies or objectives for own work group and department.
