    *WORK UNIT OVERVIEW:
    • The Conservation and Resource Development Division (CARDD) at DNRC is responsible for providing technical and financial assistance to local governments, state agencies and private citizens for conservation, development, protection and management of the state's natural resources. The Conservation & Resource Development Division (CARDD) hosts several conservation-based Boards and Commissions which are administratively attached to DNRC. CARDD provides human resources,technical, and financial support to these administrative attachments. Administrative attachments are independentdivisions of state government that implement unique and complex natural resource programs and initiatives. Each attachment has a DNRC program manager and/or coordinator, governor-appointees, voting members and occasionally, ex officio (non-voting) members. These administrative attachments are responsible for specific duties as outlined in law or through program-specific guidance, administrative rules, directives, and by-laws. In 2017 the Montana Legislature passed into law the establishment of the Montana Invasive Species Council (MISC). The 22-member MISC was formed to advise the governor on a science-based, comprehensive program to identify, prevent, eliminate, reduce, and mitigate invasive species in Montana and to coordinate with public and private partners to develop and implement statewide invasive species strategic plans // JOB OVERVIEW:
    • This position coordinates invasive species operations of MISC. This entails assessing the needs of the council through research and analysis to assure that projects and programs meet their statutory objectives. Research and analysis include working with private citizens, local government, and non-profit organizations within the council's mission to improve programs and services. The position reviews local laws and land use ordinances and reports on these to the council for discussion, debate and policy/position actions that inform program operations outreach, education and direct action, as directed by the council. The position reports directly to the Council Administrator of MISC. The focus of this position relates to invasive species planning, prevention and education projects including, but not limited to, all-taxa invasive plants, animals and pathogens that threaten or are established in Montana lands and waterways. This position may implement and lead education and outreach activities, volunteer management, and coordinate and implement work plans and strategies to protect Montana's natural, cultural, and economic resources. Essential Functions (Major Duties or Responsibilities):/ These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned./
      Provide project and program delivery to MISC. Assess mission and duties of MISC and theorize the types of research and information/data collection necessary to inform development of projects and programs that will successfully complete these duties. Lead projects and programs that support MISC priorities and work areas. Activities include project planning, development, and management; maintaining budgets; monitoring progress; maintaining records; and communicating with council members and stakeholders. Lead or assist witheducation and outreach activities that supportMISC priorities and work areas.

    Activities include:

    development, management and regular maintenance of council websites and social media; create and disseminate educational and outreach materials; develop content for newsletters, reports, and Listservs; develop and implement outreach plans for MISC which may include securing advertisements in print, television, radio and other mediums; identify additional methods of outreach and public/stakeholder engagement; and organize, host, participate and/or attend events such as trainings, conferenced, workshops, and public outreach events of interest to MISC.

    Provide leadership and support for MISC projects, partners, interns and programs including but not limited to invasive species managers, conservation and watershed organizations, AmeriCorps members, conservation and natural resource organizations, and related entities.

    Assist with the development and administration of state and federal grants, contracts, and associated projects.

    This includes research on potential funding opportunities, grant writing, contract development and administration, performance monitoring, and communication and outreach techniques.

    Track and document relevant invasive species and natural resource news, events and issues and present findings to the Council.

    Provide support for project implementation (review draft reports, lead/participate in regular updates and meetings, vet and submit invoices, track project budgets, plan expenditures, etc.) If needed, act for the Council Administrator and perform MISC duties and functions as needed (when on leave or assignment).

    * Provide administrative support to the Council Administrator and the member of MISC. * Work with the Council Administrator and the council members on meeting planning, forming agenda and presentations.

    Activities include but are not limited to logistical support for meetings (technology, room reservations, catering, supplies) preparation and distribution of agendas and meeting materials, public notice of meetings, providing and presenting information to stakeholders and interested persons, and ensuring effective and efficient meetings.

    Responsible for reviewing meeting minutes, which oftentimes includes complex and sensitive information. * Present at meetings on projects and programs of the council and associated committees/working groups. Maintain record of meeting activities that includes all meeting materials and the approved minutes. * Process invoices with claim pay forms, and track budgets and associated reporting. * As applicable, prepare procurement documents and contracts, such as RFPs and limited solicitations. * Track budgets and grant expenditures; prepare grant reports and research/findings as applicable.

    * Provide content and help prepare and distribute regularly scheduled reports (e.g., annual, biennial, education and outreach strategies, monitoring plans, etc.).

    * Create and/or prepare letters, and memos, forms, meeting schedules, reports, etc., using word processing, spreadsheet, and database and/or presentation software.

    * Maintain data logs in established software programs and produce statistical information upon request. * Attend out of town meetings and events as needed.

    * Ensure compliance with the Open Meeting Act by composing public hearing notices, typing minutes, and communicating with the Commission Administrator and/or Executive Committee as necessary.

    * Actively monitor and continually evaluate new technologies, management strategies, trends, and other issues related to system and application development, administration, and troubleshooting approaches to maintain a high level of professional and technical expertise.

    This includes, but is not limited to, providing backup and coverage for other DNRC staff; coordinating special projects, representing the agency at meetings and conferences, reviewing laws and rules for concurrence with application processing, performing other technical and administrative work, and engaging in training, professional development opportunities and continuing education as required/requested.


    Supervision:
    *It is not expected that this position will supervise staff.

    Required knowledge, skills, and abilities:
    Working knowledge of computer software such as PowerPoint, MS Word, MS Excel and ability to use web-based content management systems. Skills and experience with science communication, natural resource protection, invasive species ecology, and program development and implementation. Ability to effectively communicate complex scientific concepts and ideas to the public through various medias including, but not limited to fact sheets, advertisements, brochures, reports, web content, and various education materials. Ability and experience communicating science and conservation principles to the general public of various backgrounds, ages and interest levels, (youth, retirees, non-residents, land managers, etc.) and to participate in educational outreach activities as assigned by supervisor. This position requires working knowledge of applicable laws, rules and regulations; business administration principles; technical writing; database and manual records management; and a working knowledge of State, Department, and Board statutes, rules, policies, and objectives. This position also requires knowledge of program management concepts; state travel policies and procedures; general governmental or business practices; business communications including business English, spelling, composition and grammar; common math; and office procedures. Skill in identifying and resolving the wide array of issues and problems related to a council, communicating appropriately based on an individual's knowledge base; in researching, organizing and delivering reports, gathering and analyzing evidence, research methodology and tools, use of office equipment and database, spreadsheet, presentation, email, Internet and word processing computer applications.


    Special Information:
    Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
