    We're excited to announce a new opportunity for a Water Utilities Manager in Northern Colorado.
    The Water Utilities Manager will play a pivotal role in the strategic management of the Water Division.


    Responsibilities will span various areas including water resource planning, engineering, development review, water quality assurance, plant and service operations, technical services, and SCADA.

    Working closely with leaders in GIS, Development Services, and Environmental Health and Safety, the Water Utilities Manager will contribute to providing comprehensive water and wastewater services to the City.

    Reporting directly to the Utility Director, the Water Utilities Manager will align efforts with the city's broader goals and initiatives.

    Key Responsibilities

    Assists the Department Director in developing and administering short-term and long-range plans, policies, and procedures based on the goals and objectives of the Division, Department, and the City.

    Leads the development of short and long-term plans for water delivery within the service area.
    Builds, promotes, and oversees strategic relationships between water division staff and other internal divisions and units.
    Works closely with divisional leaders and subordinate managers to establish operational, budget, and resource requirements.
    Directs the preparation of the Water Division operating and capital budgets and authorizes expenditures.

    In conjunction with subordinate managers, reviews in-house and contract designed including but not limited to best practices for benchmarking water and wastewater utilities.

    Develops goals and objectives that compliment Division, Department, and City-wide goals and objectives.
    Monitors Division key performance indicators to ensure continuous improvement of division activities.
    Maintains current knowledge of state and federal regulations affecting the Water Division's operations.
    Plans, schedules, assigns, and supervises work of subordinates.
    Evaluates performance and provides leadership and training opportunities to staff.
    Leads a culture of safety, ensuring all work is performed in a safe, efficient, and productive manner.
    Maintains familiarity with electric and water utility innovation projects.
    Coordinates and staffs outages to provide restoration of water.
    Manages a multicultural and diverse staff in a workplace that values diversity, equity, and inclusiveness.
    Holds staff accountable for maintaining routine communications and work product when working remote per City policy.

    Ensures that all divisional groups are aware of all applicable environmental laws and regulations that affect their operations and provides direction and assistance as necessary for regulatory compliance.

    Cooperates with citizens, businesses, special interest groups, educational entities, other local governments, and the media to promote environmental awareness and inform Loveland residents of environmental issues.

    May be assigned to be Acting Director when Department Director is absent.
    Performs other duties as assigned.

    Qualifications
    Bachelor's degree in engineering or a related field (preference for Environmental Engineering, Environmental Management, or Public Administration).
    Minimum of 5 years' experience in a relevant engineering and/or management role.

    At least 3 years of experience in the public sector, preferably within local government, and 3 years of supervisory experience.

    Equivalent combinations of education and experience may substitute for specific education requirements.
    Valid driver's license is a must.
    Registration as a Professional Engineer (PE) in the State of Colorado is desired.
    Experienced in strategic and financial planning, effectively managing large budgets.
    Applies broad energy objectives to municipal utilities.
    Proven leadership skills, fostering motivation within teams.
    Exceptional communication, adept at engaging diverse stakeholders.
    Maintains robust industry relationships.
    Proficient in rates, modeling, and cost of service models.
    Skilled in planning, constructing, and maintaining water systems.
    Up to date on industry trends and safety standards.
    Familiar with engineering and construction norms.
    Knowledgeable in asset management and disaster protocols.
    Innovative problem-solving and team management.
    Strong negotiator and decision-maker.
    Handles multiple projects adeptly.
    Understands water and wastewater rate design.
    Collaborates closely with Utility leadership team.
    Advocates for equity and inclusion.
    Proficient in IoT technology advancement.
    Skilled in Microsoft Office applications.
    Familiar with certified laboratory operations, quality assurance, and watershed programs.
    Understanding of AMI meter programs, data handling, and implementation processes.
    Experience in operations of water transmission, pumping and storage operations.
    Experience in operations of the wastewater collection system.
