    Summary

    This position is part of the Office of Science - Thomas Jefferson Site Office, Department of Energy. As a Contract Specialist, you will be managing and implementing the new Management and Operating (M&O) contract to lead and coordinate requirements with a diverse team of contractors, and other personnel.

    Duties

    As a Contract Specialist, you will:
    • Ensure all measures are taken for effective contracting in confirming compliance with the terms of the primary contract, and to protect the interests of the United States in its contractual relationships.
    • Provide advice and guidance to the Site Office Leadership and Federal Project Directors that include efforts in supporting Integrated Project Teams and the SC Program Office when applicable.
    • Support Thomas Jefferson Site Office (TJSO) efforts on the Electron-Ion Collider project with Brookhaven National Lab and Jefferson Lab's partnership with Berkley National Laboratory on the High-Performance Data Facility.
    • Manage the procurement management system, perform risk-based assessments and evaluations, and perform Contracting Officer functions while acting as a business advisor to the site office.

    • Department of Energy's Acquisition Career Management Program is required within 18 months from the date of placement in the position.
    • FAC-C Level III certification is required within 18 months from the date of placement in the position.
    • Contracting Officer Warrant certification is required within 18 months from the date of placement in the position.
    • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor.
    Qualifications

    BASIC REQUIREMENT: 1102

    All applicants must meet the OPM Basic Requirement for this position as follows:

    1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of thatexperience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    AND

    2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrialmanagement, marketing, quantitative methods, or organization and management.

    3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

    4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

    In addition to meeting the education requirement above, candidates must possess the specialized experience below.

    SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting all of the following:

    1. Understanding a variety of finance and budget procurement functions as it pertains to large projects.
    2. Coordinating with a diverse team of contractors, executive management, and other professionals while managing multiple responsibilities.
    3. Using interpersonal communications to clarify and guide management officials in a clear, brief, and coherent way.
    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This position is announced under a government-wide Direct-Hire Authority (DHA) for Contract Specialist positions in the 1102 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration.
