    Summary You will serve as a CONTRACT SPECIALIST in the CONTRACT DEPARTMENT, FORCES SURVELLANCE SUPPORT CENTER (FSSC) of FORCES SURVEILLANCE SUPPORT CTR.

    Responsibilities You will perform the full range of pre-and post-award contracting functions requiring various processes associated with multi-million-dollar FSSC contracts involving research, development, production, operations, maintenance, and engineering.

    You will interpret a considerable amount of technical data and regulatory information; to include the coordination of complex contractual pricing arrangements that have significant contract changes.

    You will be responsible for the coordination and execution of complex contractual actions such as incremental funding, change orders, supplemental agreements, contract payments, and coordination of Government property.

    You will be responsible for the resolution of performance issues, cure notices, show cause letters and terminations of convenience or default.

    You will negotiate contract modifications, terms and cost of changes, forward pricing proposals, final overhead rates and settlements, recommending acceptance or rejection of waivers or deviations in the contract.

    You will apply FSSC procurement practices and procedures related to terms of competition, contract types, pricing arrangements and special terms and conditions.

    You will obtain and coordinate appropriate contracting data from business and FSSC officials to clarify and resolve matters and issues arising from specification changes, language ambiguities and/or for the clarification of contract clauses.

    You will participate in the internal quality assurance reviews of the FSSC contract program to ensure compliance with applicable contract requirements, acquisition regulations, instructions, practices and procedures and delegated authorities.

    Requirements Conditions of Employment Qualifications GS-12 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    Experience and mastery of contract administration/management principles, policies, regulations, practices, and procedures for contracts with technical specifications and special contract terms, conditions and cost structures such as cost reimbursement, fixed-price and award-fee.

    Experience performing market research functions such as developing Performance Work Statements (PWS), Statements of Work (SOW), and plan appropriate procurement strategies, identify potential contractors and/or sources of supply, and provide guidance to other departments.

    Experience interpreting and applying procurement statutes, executive orders, federal, departmental or agency, and local contract laws, regulations, contracting principles, performance and technical requirements, contract types, required provisions/clauses, and special provisions.

    Experience applying the FAR, DFARS, and NMCARS, along with DoD/DoN procurement policy and instructions.

    Experience applying oral and written communication methods and techniques in order to work with business, industry, technical and other government officials from diverse backgrounds.

    Experience recommending actions to the Department Head.

    GS-11 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
    A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Must provide a college transcript from an accredited or pre-accredited institution with your application for it to be considered.


    NOTE:

    The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.

    Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.

    Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

    GS-12: There is no educational equivalent for specialized experience for GS-12. GS-11: Possession of a Ph.
    D.

    or equivalent doctoral degree OR Successfully completion of three full years of progressively higher-level graduate education leading to such a degree.

    OR A combination of experience and graduate education as described above that equates to one year of experience. Must provide a college transcript from an accredited or pre-accredited institution with your application for it to be considered.
