Duties:

2. Leads continuing efforts to execute post-award contract performance management actions on assigned contracts.

3. Guides, evaluates, and facilitates procurement of complex and/or diversified services and/or commodities.

4. Serves as an expert business advisor to a wide range of customers, making substantive contributions to special projects/initiatives and performs special assignments.

  • All new DCIPS employees are required to complete a twoyear DCIPS trial period.
  • A security clearance may be required
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications
  • Disclosure of Political Appointments
  • Direct Deposit: All federal employees are required to have direct deposit
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Position is designated specialsensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligencerelated Special Sensitive information, or involvement in Top Secret
- (cont.) Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- (cont.) Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.


Qualifications:


This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
This is an individual, single agency qualification standard for Department of Defense positions.

This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.

Basic Education Requirements for GS-5 through GS-15 (or equivalent) positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees- 1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000;

  • Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty.

EXPERIENCE REQUIRED:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.


Examples of creditable experience include:
Comprehensive knowledge of contracting principles, laws, statutes, Executive Orders, regulations and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of technologically complex and innovative DoD materiel and specialized technical support services


Note:

Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

- .2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts.-
