Duties:


DUTY 1:

As principal information systems adviser for the BICES Program Manager, formulates policy and provides technical expertise regarding all aspects of information management throughout US BICES, with special emphasis on creating visionary plans for future mission and business Information systems.


DUTY 2:
Provides guidance to the US BICES directorates with regards to information systems design and development. Monitors management of the information infrastructure that supports the organization's daily administrative operations, delivery of information, and external connectivity.

DUTY 3:
Serves as Team Leader.

Communicates and integrates BICES strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services.


DUTY 4:
Administers implementation of approved programs and projects. Monitors, reviews, analyze, and direct program implementation.

DUTY 5:

Establishes and maintains a wide range of personal contacts including the Directors of OUSD organizations, and key management officials of the CCMD's, other agencies, private industry, and foreign partners.

  • All new DCIPS employees are required to complete a twoyear DCIPS trial period.
  • Position is designation specialsensitive, and incumbent must be able to obtain a TOP SECRET security clearance with access to Sensitive Compartmented Information to perform the duties of the position. A nondisclosure must be signed.
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • Mobility is a condition of employment. The employee must sign an Air Forcewide mobility agreement
  • The employee may be required to travel in military and/or commercial aircraft to perform Temporary Duty Assignments.
  • Employee must maintain current certifications
  • Disclosure of Political Appointments
  • Advance in hire may be authorized if there is demonstrable proof provided on your resume

Qualifications:


  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
  • This is a GG15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
1550 COMPUTER SCIENTIST


Bachelor's degree in computer science
or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.

At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

All academic degrees and course work must be from accredited or pre-accredited institutions.

Extensive level of knowledge of U.S. and NATO BICES programs, BICES requirements management process, BICES U.S. national, common, and NATO services to include operational theater support, U.S. and NATO exercise planning as it relates to BICES services utilization, and experience in supporting requirements specification and implementation for national, multinational and NATO intelligence systems.

Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 5.
