Duties:


In this positionyou willserve as a Financial Analyst within an ACAT I Joint Program overseeing US Air Force, US Navy, and US Marine Corps requirements or Foreign Military Sales cases.


Duties for this position typically include:

  • Performs budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years.
  • Formulates budgets that meet the needs and objectives of important substantive national programs on a longterm basis (several years or more).
  • Verifies the costs of certain line items in the budget and accurately enters the costs in standard forms and schedules within established time frames.
  • Reviews organizational historical budget data and/or matches funding requests or projected costs of selected line items with past records to accurately determine trends in spending and/or forecast annual funding needs.
  • Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before OMB and/or Congressional committees.
  • Provides financial advice on complex financial issues; assessments of implementing decision and develops programs.
  • Recommends procedural changes designed to streamline financial management.
  • Conducts independent research and study into current or planned financial management policy and procedures to determine impacts in related areas of the mission.
  • Evaluates and advises on pending and current Congressional, OMB, DOD, USAF and Comptroller General decision and recommends courses of action.
  • Provides financial management technical assistance and support to the staff in an integrated planning, programming, budgeting, execution and closeout program for financial resources.

  • Telework eligible positions with maximum use of telework flexibilities.
  • Obtain and maintain SECRET Security clearance
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • Random drug testing may be required depending upon the position being filled.
  • Supervisory requirements may be required depending upon the position being filled.
  • Full/parttime employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • DoDFM certification Level II (not required at time of hire, but must be obtained within 2years or appropriate time extension waiver granted)
  • DAWIA Certification BUS-Financial Management Practitioner Level (not required at time of hire, but must be obtained within 2years or appropriate time extension waiver granted)
  • Relocation incentive may be authorized.

- KNOWLEDGE SKILLS AND ABILITIES (KSAs):

  • 1. Knowledge of structure, programs and work methods of organization (s) for budgeting work.
  • 2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.
  • 3. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines, and regulations.
  • 4. Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements.
  • 5. Ability to communicate clearly and effectively, both orally and in writing. 7. Skill in projecting and analyzing the potential effects of budgetary actions on national economic, social, and/or political objectives.
  • 8. Ability to develop new methods and techniques of budgeting applicable to the forecasting of long range funding needs.
  • 9. Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.
  • 10. Knowledge of computerized budget system(s).
  • 11. Skill in the analysis and resolution of complex problems.
  • 12. Ability to gather, assemble, and analyze data to prepare financial cost estimates, develop alternatives and finding requirements, and make recommendations to resolve financial/funding problems.
