    SOFEC, Inc.

    is a leader in the development and supply of Single-Point Mooring (SPM) systems, and is engaged in research involving new and improved tanker mooring systems and associated components.

    Projects range from preliminary design studies to major engineering, fabrication, and procurement projects that include installation and commission.

    Projects supplied by SOFEC include marine terminals for product import / export, turrets, tower yoke and spread moorings for tanker based floating production, storage and offloading (FPSO / FSO) systems installed in water depths ranging from 30 feet to 5,000 ft.

    SOFEC is currently looking for a

    Project Controls Analyst.
    The

    Project Controls Analyst


    will lead Project Team in the setup of effective Project Control System for multiple projects and work towards continuous improvement of project performance.

    Project Control system will include project baselines (schedule and budget), resource planning and allocation, progress measurement, track actual performance, critical paths analysis, variance analysis, risk management, contracts management, management reports and forecast schedule and cost through completion.


    DUTIES AND RESPONSIBILITIES:


    Maintains and monitors a successful Project Control System, which includes evaluation and communication methods, conformance to policies and procedures and tracking and reporting tools, to ensure that Project requirements, milestones and overall objectives are met.

    Reviews existing project related procedures and policies, standard terms and conditions, work instructions, communications, tracking methods and tools. Recommends improvements/updates to meet project and management directives and current and future business requirements.
    Maintains a common format for Project Managers to define and report Project Performance Objectives, Requirements or Milestones.

    Supports the Project Team by assuring that all important aspects of the project (such as, adherence to scope, milestones, budget and schedule, manpower and equipment utilization, team morale, logistical issues, etc.) are monitored and communicated to the proper Team Member(s).

    Assists Project Team to ascertain cause of significant deviations from planned performance, requirements and/or milestones.

    Assists in the development of action plans to correct unfavorable performance or to take advantage of unusually favorable performance trends.

    Implements and maintains a user-friendly Resource Planning and Allocation System to manage all projects and project resources involved in Project Management, Engineering, Drafting, Procurement, Quality Assurance, Planning, Scheduling, Contract Administration, Project Coordination and outside consultants.

    Ensures that the Project Controls System addresses resource conflicts individually and between projects, lead times for resources and equipment deliverables as well as scheduling of same to meet all project requirements and company/management directives.

    Establishes and maintains a control system to evaluate, monitor, track, forecast and report project costs, cash flow and percent complete project status accounting and reporting in accordance with contract reporting requirements.

    Monitors common policies and procedures to define all contract deliverables in tangible products and intangible services to determine total scope of work required to fulfill the contract.

    Monitors common policy and procedures to ensure the timely preparation/submission of customer invoices, status of collections and reporting in accordance with contract requirements.

    Ensures compliance with change order administration and cost development including visibility, status tracking/reporting, acceptance status, and resolution of aging, unresolved or unaccepted change orders.

    Prepares and maintains Project Risk Matrix on both costing and scheduling. Assist in Quantitative risk analysis.
    Handles confidential and sensitive technical and contractual information and issues.
    Support sales and proposals activities including proposal schedules. Prepare weekly and monthly project reports. Prepare productivity analysis and reporting for management.


    QUALIFICATIONS, SKILLS & EXPERIENCE:

    Qualifications & Experience:


    Bachelors degree in Project Management, Construction Management, or Engineering (or experience in a technical field in lieu of degree may be accepted).

    Five plus years of relevant Project Controls and Project Management experience involving engineering, procurement and construction of major capital projects.


    Knowledge:

    Working knowledge of Marine Oilfield Equipment Engineering, Project Management; Quality Assurance (including ISO principles); Fabrication Processes; International capital EPC (Engineering, Procurement and Construction), Customs, Government/Industry Regulations and Traffic.

    Knowledge of Offshore and Shipyard Installations and Operations.
    Experience with Procurement; Customer and Vendor Contract and Sub-Contract Development, Review, Administration and Negotiation.
    Experience with Microsoft Office programs with proficiency in spreadsheets, word processing, relational databases, Project management software, Primavera P6 . Cost and Schedule risk analysis software such as @Risk, Acumen Fuse and Primavera Risk Analysis. A basic knowledge of CAD and 3D Modeling software.
