    Description

    PROJECT DESCRIPTION:

    EPIC (Empowering People, Influencing Culture) is building an organization that will provide more opportunities for our employees to thrive. EPIC will create a workplace where everyone has a feeling of accomplishment through knowing how they contribute to the Tennessee Department of Transportation's (TDOT)
    success; and by offering competitive, market-rate wages and benefits.

    TDOT is in the process of restructuring the organization's operations and project
    development processes. This organizational restructure is being led by the TDOT
    Human Resources (HR) Division.

    TDOT EPIC restructuring efforts include the organization structure and position
    classifications for the Engineering, Planning, and Administrative Bureaus. These
    restructuring efforts will:

    - Improve program delivery through the implementation of Project
    Management
    - Eliminate the linear hierarchy; adopt a matrix organization with clear
    priorities and objectives
    - Encourage innovation, continuous improvement, and project delivery
    speed by placing decision-making at the lowest level while eliminating
    work-related redundancies
    - Reduce errors and improve quality of work by focusing employee efforts
    on projects included in a 5-year fiscally constrained project plan
    - Staffing will be based upon workload planning and utilization rates to
    ensure that available time is used for productive work
    - TDOT currently has 4,521 positions; however, only approximately 3,699
    employees will be impacted by the changes made during this restructuring
    process.

    At this stage, TDOT needs HR Support, including, but not limited to, Market
    Analysis for new classifications, compensation, and hiring support.
