    Description

    MAJOR FUNCTION:

    Senior management position reporting directly to the County Administrator. Administers and directs a comprehensive full-service Human Resources Department.

    Functional areas include but are not limited to:

    employee recruitment and training, labor relations, compensation and benefit management, risk management, Equal Employment Opportunity compliance, health insurance, employee health center and wellness program oversight and mail delivery coordination.

    Knowledge:

    Considerable knowledge of local government administrative policies and procedures, and organizational culture.
    Considerable knowledge of federal, state and local laws, regulations, policies and procedures pertaining to human resources and risk management.

    Ability to express oneself clearly and concisely, both orally and in writing, make public presentations and conduct training sessions.

    Ability to interact with employees, elected officials, representatives of outside agencies and organizations, and members of the public with tact and courtesy.

    Ability to establish and maintain effective working relationships with agencies, consultants, vendors, the general public, employees and elected officials.
    Ability to analyze facts and situations critically and objectively and arrive at sound conclusions.
    Ability to plan, direct and supervise the functions of the department.

    Skill in the use of computers and associated software programs and applications that are necessary for successful job performance.

    ESSENTIAL JOB FUNCTIONS

    :


    Takes the leadership role in the development of human resources and risk management policies, procedures, programs (i.e., EEO, ERISA, FLSA, FMLA, COBRA, and ACA) and oversees their interpretation and implementation.

    Ensures human resources and risk management programs and policies are in compliance with applicable federal, state and local laws, applicable human resources and personnel management and risk managementstandards and related county policies and procedures.

    Selects, trains, supervises, evaluates and disciplines Human Resources Department staff. Provides support and staff coaching.
    Directs the risk, safety and employee benefit programs.

    Provides human resources management advice and consultation services to County departments (i.e., organizational development, succession planning, goals, service standards, job performance and productivity standards, and special program/project development and implementation).

    Serves as an expert resource to County departments and employees by providing consultation on human resource issues.

    Manages human resources and safety training program by developing communications materials and providing training as well as training other Human Resources and Risk Management staff to provide instruction in specific subject areas.

    Makes presentations to employees, elected officials and the public as required. Directs collective bargaining strategy and participates in contract negotiations as required. Oversees grievance process for bargaining unit and non-bargaining unit employeesResolves customer, employee, union and applicant complaints.
    Administers employee compensation and pay classification program and provides assistance to departments on compensation and compression analysis.
    Serves as custodian of all personnel files and related documents.
    Formulate and implement practices, policies, techniques, and procedures to improve organizational efficiency.
    Supervises preparation of and monitors the department budget.
    Performs related work as requested or assigned.


    EMERGENCY MANAGEMENT RESPONSIBILITIES:

    During emergency conditions, all County employees are automatically considered emergency service workers.

    County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.


    ESSENTIAL PHYSICAL SKILLS:

    Good vision and hearing with or without correction.
    Ability to speak clearly and concisely.


    ENVIRONMENTAL CONDITION REQUIREMENTS:

    Constant work inside the office in a sedentary posture. Exposed to outside elements when visiting County departments.


    WORK HAZARDS:

    Possible vision dysfunction due to repetitive computer work.

    QUALIFICATIONS:


    EDUCATION:

    Graduation from an accredited four-year college or an equivalent combination of experience and training with a degree in Human Resources, Public Administration, or related field.

    Master's degree preferred.

    Ten (10) years' experience as a director or manager of a governmental human resources operation with a collective bargaining unit may be substituted for the minimum education requirements.


    EXPERIENCE:

    Minimum of seven (7) years of progressively responsible experience in human resources, as a director or manager of a governmental human resources operation with a collective bargaining unit.

    Local government experience preferred. A comparable amount of training or experience may be substituted for the minimum qualifications.

    CERTIFICATION OR REGISTRATION:

    Valid Florida Driver's License and maintain a good driving record. Society of Human Resources Management Certified Professional (SHRM-CP) preferred. Society of Human Resources Management Senior Certified Professional (SHRM-SCP) preferred.
