Department Summary:

The Resilient Communications Department (N152) supports communication capabilities used by the United States military and international partners across all domains from underwater, to aerial-layer, and space-based. The Resilient Communications Department's focus is on creating and fielding adaptive communications and networking infrastructure needed for successful execution of different mission areas for Operations in Contested Environments (OCE). This involves modernizing fielded communications capabilities in the near/mid-terms and developing/fielding the next generation communications in all phases of systems evolution from concept exploration, through experimentation and development. DoD communications needs pose unique challenges to operate globally in dynamic or denied environments including the effects of electronic warfare. MITRE works hand-in-hand with Government sponsors to serve as technical advisors bringing domain experience and state-of-the-art solutions to solve unique communications challenges. The department's primary areas of concentration are in RF communications, networking, modeling and simulation, system integrations, systems engineering, and software programming.

N152 is seeking a Project Leader (PL) to fill an exciting opportunity to lead the Agile Communications Networks project which executes the Common Tactical Edge Network program for the Air Force. CTEN is a 10 staff year project which provides technical advice and recommendations to the AF program office at Hanscom AFB and related Joint efforts (JTEN, CaaS).

Today, tactical edge warfighters executing missions are only able to partially exchange information. Much essential information does not get delivered, due to the lack of connectivity from the use of the different communications systems and networks, and the lack of interoperability from the use of different messaging standards, essentially, different languages. The CTEN Service aims to enable information exchange among all these warfighters and platforms on by providing content distribution, resilient networking, and seamless interoperability to enable all domain dynamic operations. The PL will be responsible for executing the work program towards enabling this vision.

Roles & Responsibilities:

• Develop project objectives and work program incorporating innovative and technically challenging FFRDC appropriate work. Coordinate objectives and work program with AF program office for execution throughout the FY.
• Provide continuous strategic guidance to continue to improve impact on the joint community and position CTEN for the contested fight.
• Engage with the sponsor and joint community to understand the program needs and shape the MITRE work program to address those needs.
• Identify MITRE-internal and external innovation opportunities that can be injected/transitioned into the work program.
• Execute project work delivering technical quality and impactful deliverables to the sponsor. Engage with sponsor and joint community to increase the likelihood that they accept the MITRE work and transition it to terminal program offices and the field.
• Identify, lead, and manage diverse set of staff members and ensure working together to deliver products that achieve project objectives.
• Identify and bridge seams across projects and departments to increase project impact
• Collaborate with Department Manager, Outcome Leads and Strategy and Execution Lead to ensure dept delivers high quality and impactful products

Basic Qualifications:

• Typically requires a minimum of 10 years of related experience with a Bachelor's degree in one of following disciplines: Networking, Communications Systems, Electrical Engineering, Systems Engineering, Math, or similar; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
• Strong leadership, technical management, and interpersonal skills
• Ability to engage with the joint services and become a trusted partner; allowing MITRE to perform engineering to address their needs
• Broad systems engineering skills to include experience in one or more of the following areas: Command and Control, Air and Ground Battle Management, and ISR systems and missions; Air, Space and Cyber domains; Air Force and Joint operations; Enterprise Systems Engineering; data and/or voice communications, operational requirements analysis
• Deep understanding of communications systems, waveform development, FPGA and embedded systems development, and experience applying these skills
• Ability to collaborate across multiple organizations and engineering disciplines
• Ability to engage across the acquisition and operational communities to help identify Courses of Action and provide way-ahead recommendations
• Ability to take an enterprise perspective and establish a strategic focus, while also maintaining the ability and willingness to flex the planned approach to accommodate the changing POET (Political, Operational, Economic, and Technical) elements
• Ability to perform the "Work Leader" roles of providing expectations, mentoring, and feedback to project task leaders and staff
• Secret Clearance with ability to be granted a TS/SCI clearance
• Strong oral and written communications skills
• This position requires a minimum of 50% hybrid on-site

PreferredQualifications:

• Proven ability to simultaneously lead a set of complex tasks/projects and dynamically adapt as needed
• Ability to work independently and represent our AF sponsor's interests throughout the life cycle of an acquisition program (concept development, design, integration, and test)
• Ability to lead independent evaluations of contractor designs and influence communications integration approaches
• Military experience in Air Force operational and/or tactical level operations
