    DEFINITION

    Under direction, performs a wide variety of journey-level professional, administrative, analytical, and coordination duties in support of human resources functions and programs in the areas of employee benefits administration, labor law compliance, risk management, and recruitment and selection; trains and provides guidance to human resources staff and works closely with the Human Resources Manager on special projects; retrieves and analyzes data and resolves HR related issues; performs technical and complex tasks relative to human resources programs; and performs related work as required.


    SUPERVISION RECEIVED AND EXERCISED
    Receives direction from the Human Resources Manager. Exercises technical and functional direction over assigned staff.


    CLASS CHARACTERISTICS

    This is the fully qualified journey-level classification responsible for independently performing professional duties in support of the District's human resources programs.

    Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

    Manages, evaluates, implements, and oversees the District's employee benefits programs including, but not limited to, medical, dental, vision, life, long-term and short-term disability insurance plans, voluntary insurance plans, flexible spending accounts, voluntary deferred compensation programs, employee assistance program, health reimbursement accounts, and retirement programs.

    Collaborates with third-party benefits administrator and insurance carriers; oversees employee benefit contract renewals; reviews employee benefit products and services; coordinates with benefits broker and insurance carriers to prepare and conduct the annual employee benefits fair.

    Serves as primary contact for resolving employee benefit issues; provides information and general assistance to employees regarding human resources policies and procedures; strives to resolve complaints efficiently and timely; provides consultative services to employees, including retirement counseling.

    Oversees administration of an online self-service benefits portal; transmits benefits enrollment data to brokers via the benefits portal; manages electronic transmittals including maintenance of insurance transactions, uploads, and contribution payments utilizing automated systems.

    Coordinates annual benefits open enrollment program; assists employees in completing enrollment and other forms as required; prepares open enrollment benefit materials and literature; educates and informs employees regarding benefits including health, dental, vision, long-term disability, life insurance, and retirement plans.

    Assists the Human Resources Manager with the District's risk management functions and programs; processes and tracks employee requests for leaves of absence, modified duty issues, and compliance with labor laws; assists in the processing and evaluation of workers' compensation claims and reporting while maintaining relationships with third-party vendors; conducts employee interactive meetings and procedures as assigned; processes employee work accommodation requests; and assists with liability and vehicle accident reporting and Cal-OSHA compliance

    Assesses needs, analyzes gaps, researches best practices, and partners with colleagues to identify, develop, and implement successful and innovative learning and development programs; facilitates training and development plans for staff.

    Gathers and analyzes information as requested for strategic planning and/or related projects; distributes periodic reports to the Human Resources Manager as appropriate including salary range reports, vacancy reports, personnel action reports, and other reports that reflect position control.

    Reconciles and manages employee benefit accounts receivable transactions and Affordable Care Act (ACA) enrollments; maintains ACA database for employees.

    Researches and interprets federal and state human resources and risk management laws, regulations, policies, administrative guidelines, and personnel issues; makes recommendations and assists in the development and revision of human resources documents, policies, procedures, regulations, and forms.

    Provides technical and functional direction over assigned staff; trains and assists human resources department staff with recruitment, selection, performance evaluation, onboarding, employee education, and other HR functions.

    Conducts special research and survey assignments, including gathering and analyzing data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, succession planning, compensation, classification, and compliance with employment laws and regulations; compiles and presents data and makes recommendations for consideration by management.

    Works collaboratively with various departments and the District's management team; advises supervisors and managers on workplace issues related to policies, procedures, and regulations to ensure compliance with employment laws; participates in management and staff meetings as directed.

    Oversees bi-weekly payroll submissions to the Fiscal Operations Department; works collaboratively with Finance Operations and Human Resources staff to process payroll transactions, including but not limited to personnel action form changes, employee benefit changes, and enrollments; audits transactions for accuracy.

    Receives and screens visitors and telephone calls; provides a high level of customer service to both external and internal customers; provides information to District staff, other organizations, and the public.

    Manages departmental records and recordkeeping activities.
    Interacts with co-workers at all levels in the District in a collaborative and customer service-oriented manner.
    Performs other duties as assigned.
    Knowledge of:


    Principles, practices, and techniques of human resources in a public agency setting, including benefit analysis and administration, recruitment and selection, workers' compensation, and the interpretation of employment laws, regulations, policies, and procedures.

    Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
    Applicable federal, state, and local laws, codes, rules, and regulations relevant to assigned areas of responsibility.

    Employee health and welfare benefit plans including medical, dental, life, short-term and long-term disability, and vision insurance, as well as deferred compensation and retirement programs.

    Workers' compensation claims practices, claims reporting, claims management, and resolution.
    Public sector payroll administration.
    Complex arithmetic and statistical techniques.
    A variety of Human Resources Information Systems (HRIS).
    Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
    Business arithmetic and statistical techniques.

    Organization and function of public agencies, including the role of an elected Board of Trustees and appointed boards and commissions.

    District policies, processes, and procedures.
    Business letter writing and the standard format for reports and correspondence.
    Recordkeeping principles and procedures.
    District and mandated safety rules, regulations, and protocols.

    Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.

    The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

    Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

    Ability to:

    Provide human resources administrative support to a variety of District departments.
    Identify and solve standard problems and refer more complex problems to appropriate staff.
    Perform mathematical calculations quickly and accurately
    Stay abreast of current legislation, court cases, and related human resources and risk management best practices.
    Read, interpret, and record data accurately.
    Learn, interpret, and apply a wide variety of policies and procedures relating to assignment.
    Compile, write, and present reports related to program or administrative specialty.
    Accurately explain applicable employee benefit and retiree programs.
    Advise and assist employees and Department Directors on a variety of personnel matters including interpretation of policies.
    Learn the human resources information system, effectively access data, and generate reports.
    Deal constructively with conflict and develop effective resolutions.
    Maintain accurate files and records.
    Observe safety principles and work in a safe manner.

    Effectively represent the department and the District in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals.

    Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
    Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
    Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.

    Education and Experience:

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.

    A typical way to obtain the required qualifications would be:

    Education:


    Equivalent to an associate's degree from an accredited college or university with major coursework in human resources management, public administration, business administration, or a related field.

    Experience:

    Four (4) years of professional experience in human resources administration including employee benefits administration. Experience working in a public agency human resources department is highly desirable.
    Licenses and Certifications:

    Possession of a valid California Driver's License, to be maintained throughout employment.

    Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving records during the course of employment with the Greater Los Angeles County Vector Control District (GLACVCD).

    Must be insurable with the District's insurance carrier.


    PHYSICAL DEMANDS

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.

    This is primarily a sedentary office classification although standing in work areas, walking between work areas, and operating motor vehicles and visiting various District sites may be required.

    Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

    Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

    Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.


    ENVIRONMENTAL CONDITIONS

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

    Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.


    WORKING CONDITIONS
    May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.
