- Develops a thorough working knowledge of DCA Shelter Regulations, Licensure, Compliance, and Inspections.
- Serves as HMIS Administrator for Eva's Village and leads integration within pre-determined service areas of Eva's Village and collaborating partners.
- Leads approved outreach efforts and on-site initiatives aimed at assisting people who are sheltered and unsheltered.
- Supervises staff in carrying out policies and procedures, client care, and State Regulations.
- Prepares for City, County and State Inspections and accompanies inspectors.
- Oversees monthly audits of charts, filing, archiving, medication monitoring, intake and discharge processes.
- Assesses areas of concern within facility, operations, and employee performance and provides solutions and plan of action to COO.
- Mitigates and resolves client grievances and complaints.

Description
JOB SUMMARY
The Director of Housing and Outreach Services reports to the Chief Operating Officer (COO) Services, and is responsible for the oversight of shelter operations, data collection, service delivery, and management of outreach projects.
The Director attends County meetings of the COC and other meetings and conferences focused on permanent supportive housing and emergency sheltering.
The Director works with the COO to strengthen partnerships with housing and supportive services providers as well as City, County and State Departments.
The Director serves as Eva's Village HMIS Administrator, and performs audits of the data collection, as well as audits of staff adherence to policies and procedures, State regulations, and Eva's Village Employee Manual and Compliance policies.
Monitors client care and case management and oversees activities to enhance client satisfaction in the program.
Conducts ongoing training for all supportive services staff.

Recommends the hiring and/or termination of staff to COO and assumes responsibility for overseeing the process of training new staff, as well as annual professional development.
Directly oversees the Coordinated Assessment Navigation (CAN) grant including staff, reporting requirements and meetings with third parties (i.e. Monarch, Passaic County etc.).

Oversight of all Case Management staff and activities in the Shelters, Eva's Village Apartments and the CAN grant.
14.
Participates in the Shelter consortium and attends all meetings as needed.
15.
Initiates and monitors Shelter Program Improvement Outcomes including but not limited to improve utilization of space and resources (vacancies), costs per bed per night, improving occupancy levels, reducing duration of stay, residency placement etc.
Participates in weekly one to one meeting with COO and other internal meetings as required.

Conducts weekly one to one meetings of direct reports.
18.
Participates in County COC meetings, NJ211, and related work groups as assigned.
19.
Maintains effective communication and collaboration within assigned programs, both internally
throughout the Village and externally to partners and community organizations.
20.
Leads new housing initiatives as assigned.
21.
Serves on and/or takes a leadership role in the coordination of the Annual HUD PIT Count.
22.
Other duties as assigned by Supervisor.
QUALIFICATIONS
EDUCATION:
Bachelor's Degree required in social work or related field /
MSW, LSW preferred
EXPERIENCE:
Minimum5 years supervising staff and operating a sheltering/supportive housing, outreach program.
PHYSICAL REQUIREMENTS :
Walking throughout the campus and intermittent sitting and standing throughout shift.
