Description
The Department of Finance at Harris County Precinct 4 is responsible for budgeting, accounting, and procurement operations. The Accounting Analyst (Operations) plays a critical role in ensuring the smooth operation of procurement processes.This position reports directly to the Finance Operations Manager and is primarily responsible for processing journal entries, executing general budget transfers and collaborating with other divisions within Precinct 4 to allocate resources effectively and provide procurement assistance.
Ensures timely updates with the Finance Operations Manager and makes recommendations for needed accounting changes. This position demands adept management of competing priorities when workflow or deadlines change.DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed.
Resource Allocation Coordination:
Ensure proper allocation of consolidated costs within Precinct 4's divisions as needed.
Prepare and submit necessary journal entries to the County Auditor for entry.
Propose new or corrected allocations of costs for review with Finance Operations Manager.
Procurement Assistance:
Collaborate with Precinct 4's staff and County's Purchasing Agent to facilitate financial aspects of procurement activities.
Workflow and Process Management:
Analyze workflow processes and assist with the development of new processes and procedures.
Reporting and Documentation:
Provide performance-reporting metrics, correspondence, and other documentation as required.
Assist in internal audit processes, including providing documentation and explanation for general cost allocations.
Continuous Learning and Compliance:
Stay up-to-date with relevant accounting and purchasing knowledge and industry best practices.
Ensure general accounting activities comply with County policies, accounting standards, and relevant regulations.
General Support:
Establish and maintain positive working relationships with Precinct 4 staff, other Harris County departments and vendors, to address inquiries, resolve issues and foster collaboration.

Education
Bachelor's degree (B.A.) in Business, Economics, Finance, Accounting, Public Policy/Administration, or related field.
Experience
Minimum of two (2) years of professional administrative, financial, analytical, or consulting experience related to the type of work being performed.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job will be considered acceptable.
Knowledge, Skills, and Abilities:
Strong analytical and financial reporting skills to process journal entries, budget transfers, and provide performance metrics and documentation
Effective interpersonal and collaborative skills for coordinating resource allocations, procurement assistance, and resolving issues collaboratively.
Exceptional project management and organizational skills.
Mastery of MS Office 365 (Outlook, Word, Excel, PowerPoint, TEAMS, SharePoint, etc.) and of software to manage portable document format files (Adobe Acrobat).
Excellent oral and written communications skills, with the ability to communicate key takeaways to diverse, nontechnical audiences.
Maintain high level of integrity, confidentiality, ethical standards - assumes personal responsibility for scope of position.
Enjoys building and maintaining relationships with staff and has demonstrated ability to engage and convene diverse stakeholder groups.
Self-starter and independent but works collaboratively.
Values continuous learning and seeks ongoing training and development.
