    The Senior Community Development Analyst is responsible for professional and administrative work involving housing and community development programs and projects, focusing on the preservation and development of affordable multifamily rental housing in the City of Durham. As a skilled professional, the Senior Community Development Analyst leads and assists as needed with the planning, coordination and management of projects that subsidize the rehabilitation or construction of multi-family rental housing associated with the City's redevelopment efforts or with other community development functions. The Senior Community Development Analysts main function is as an affordable housing development project manager. The immediate focus of the position is on multifamily underwriting, outreach for preservation opportunities, and project management. The position reports to the Manager of the Multifamily Rental Team.

    Duties/Responsibilities

    Duties and responsibilities included and are not limited to:

    Planning & Predevelopment

    + Identify affordable multifamily development (preservation and new construction) opportunities in the City of Durham.

    + Develop and maintain strong working relationships with affordable housing developers, to ensure open communication, provide technical support and share important regulatory and compliance updates.

    + Maintain database of existing income restricted housing developments and lead efforts to identify high-priority naturally-occurring affordable housing (NOAH) properties to be preserved.

    Procurement & Contracting

    + Support development and dissemination of department-issued Request for Proposals and Requests for Qualifications for multifamily rental housing.

    + Review proposals for project funding and complete project underwriting, including examining project sources and uses of funds to determine that the costs are reasonable, assessing current market demand in the City, and evaluating the qualifications and capacity of developers.

    + Review and approve written cost estimates for rehabilitation and new construction after determining that costs are reasonable.

    + Draft contracts for affordable housing development and preservation projects, including meeting with subrecipients to discuss terms and conditions and preparing memos for City Council review.

    + Oversee contract execution and project startup once project is approved for funding.

    Project/Contract Management

    + Work with subrecipients to ensure construction contract(s) and construction documents describe the work to be undertaken in adequate detail so that inspections can be conducted.

    + Monitor construction progress through review of reports and invoices, meetings with developers and completion of site inspections, to ensure that project is on track, identify any potential risks to the project and/or to the City and ensure that subrecipient invoices accurately reflect work that has been completed.

    + Oversee project compliance with required sustainability programs.

    Monitoring

    + Oversee compliance with applicable Federal and City funding requirements before and during construction, such as completion of environmental reviews, and Davis-Bacon and Section 3 requirements.

    + Monitor project lease up and transition to stabilized operations and oversee internal closeout of construction phase and transition of project from Multifamily Team to Compliance and Fiscal teams for ongoing financial and affordability monitoring.

    Minimum Qualifications & Experience

    + Bachelor's degree or equivalent in business or public administration or directly related field

    + Five years of professional program administration and/or analytical experience in the areas of housing development and community development.

    Additional Preferred Skills

    + Masters degree in business, city planning, architecture or related field.

    + Architectural, engineering, or construction administration experience.

    + Proficiency in MS Excel, Access, Outlook, and other programs in the Office 365 environment.

    + Familiarity with geographic information systems (GIS).

    + Familiarity with HUD funding programs, particularly HOME and CDBG.

    + Familiarity with the use of Low Income Housing Tax Credits for affordable housing development and preservation.

    + Demonstrated ability to work in diverse communities with a variety of community stakeholders.

    + Strong oral and written communication skills.

    + Strong organizational/project management skills.

    + Strong customer service skills, for both internal and external clients.
