    Summary



    This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). The incumbent serves as a lead inspector within the Office of Inspections (ISP) who independently conducts or leads segments of inspections, reviews, evaluations, or compliance follow-up reviews.



    Duties


    The incumbent of this position serves as a lead Inspector in the Management Division of the Office of Inspections (ISP). The Management Division is responsible for independently and objectively conducting inspections and reviews of the management functions and related activities that are carried out in Department of State and USAGM domestic facilities and foreign posts, missions, and centers. Management functions include, but are not limited to facility management, financial management, human resources, and general services programs administered by bureaus or operating units of the Department and USAGM. Inspection work may involve work outside the incumbent's functional specialization. All work of the Division is conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation.

    The incumbent performs duties and carries out continuing responsibilities for inspections including the following:

    • In consultation with inspection team leadership, defines the scope and objectives for the assigned
      portion of the inspection by identifying the functions, programs, activities, and operations that
      should be included within the scope of the inspection. Assigns tasks to other inspectors, as
      appropriate.
    • Conducts pre-inspection preparations and background reviews of relevant information.
    • Coordinates and conducts interviews with relevant Department, USAGM, and other agency
      officials and reviews relevant regulations, directives, and policies. The incumbent may also
      direct the preparation and distribution of survey questionnaires and analyze the results.
    • Prepares appropriate sections of the inspection work plan, or a separate classified work plan if
      appropriate, and advises inspection team leadership of areas of focus. Identifies the scope and
      objectives of the inspection or review and recommends issues that should be examined and the
      methodology to be used during the inspection. When assigned to lead subordinate inspectors,
      assigns work plan objectives and inspection tasks to those inspectors appropriately.
    • Conducts on-site fieldwork activities. Completes all work processes described in the appropriate
      risk checklists and ensures all information gathered is appropriately documented. On-site
      fieldwork activities may include interviewing personnel, reviewing documents, observing
      meetings, and conducting walkthroughs of facilities to assess practices. When applicable,
      oversees fieldwork of subordinate inspectors.
    • Develops findings and supporting data in the assigned area, to include problems that have been
      identified, their causes, and their effect on management and operations. Reviews any corrective
      actions formulated to rectify identified deficiencies. Reviews the technical soundness of the
      analysis and/or the appropriateness of proposed corrective recommendations. When applicable,
      oversees and applies due scrutiny to the soundness of findings and recommendations proposed
      by subordinate inspectors.
    • Writes clear and concise sections of draft reports for inspection team leadership. Ensures that
      draft sections include the most important findings and issues along with sound recommendations
      for improvement. When applicable, coordinates and incorporates draft section submissions of
      subordinate inspectors into the main draft report.
    • Supports all findings with evidence in accordance with CIGIE Quality Standards for Inspection
      and Evaluation and maintains appropriate records and files. Reviews evidence prepared by
      subordinate inspectors, as appropriate.
