    Work Schedule:

    Full time, Monday - Friday, Hybrid Telecommuting work schedule available inline with CCSF policy, not a full remote position.

    SFPD is looking for a Project Manager to facilitate, manage, and implement various key components related to SFPD's new Records Management System (RMS) to ensure that this technology modernization project is sustainable to the work efforts required by reform and data gathering.

    The RMS will be complex with various work-specific modules that will need to be implemented as part of the Go-Live as well as in subsequent phases of modernization once SFPD is National Incident-Based Reporting System (NIBRS) compliant.

    The Project Manager will act as both lead and team member to implement new technology work products in a timely manner that ensures SFPD is compliant with various other departmental and City agencies that require information and data.

    The Project Manager may be assigned to either software, hardware, infrastructure, support or reporting analytics analysis and implementation to achieve successful implementation of the RMS, such as, but not limited to, report writing, investigations, collisions, citations, network, security, on-prem or hosted environments and reporting analytics.

    The Project Manager may also oversee and govern the expansion of existing data architecture and the optimization of data query performance via Best Practices.

    This is a position that is critical to the sustainability of analytical work done by various groups, including the Project Manager, for reform and meeting other governmental requirements, whether it be City, State or Federal.

    Under general direction, the project manager oversees the more difficult and complex aspects of the software development life cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, and telecommunications needs analysis.

    The essential responsibilities and duties for this position include, but are not limited to, the following:

    Project Management:
    Primary Point of Contact for the coordination of resources, access, program management, technical information, support, and stakeholder communications
    Collaborates with all stakeholders to build a unified, high quality public safety solution for the City and County of San Francisco
    Supports all activities to develop and maintain stakeholder project awareness, engagement, and buy-in
    Hosts and manages department and cross-departmental meetings
    Facilitates communications across project staff and departments
    Analyzes and resolves complex system and business process issues via both meetings and documentation
    Provides advice and recommendations to meet user needs in keeping with management and Technology's strategic direction
    Designs, develops, and implements new systems to support departmental activities setting the scope, boundaries and objectives for system functions interfaces based on departmental needs
    Provides existing workflows, interfaces, and processes
    Solicits recommendations for improved or needed operational changes
    Prepares test plans, documentation and training materials, and works with vendors to prepare technical specifications and scope of work
    Provides ongoing project management support and prepares timely, accurate, and meaningful project reports for management
    Effectively represents SFPD at strategic or complex customer meetings, or city events in a professional manner
    Establishes and maintains good working relations with department personnel, staff, vendors, peers, and management
    Expected to stay current with technology changes and to stay abreast with law enforcement operations that influence technology solutions
    Expected to stay current with the project management profession to ensure the project manager's skill set can meet the dynamics of technology changes

    Compliance :
    Reviews and gains approval for all procurement and implementation activities
    Reviews, comments, and gains SFPD approval for relevant documents
    Ensures department interface requirements are understood, documented, implemented, and maintained for current system, during transition, and for the future system(s)
    Adheres to the City's standards for preparing and executing a Request for Proposal (RFP), contract or Memorandum of Understanding (MOU)
    Documents, advocates, and supports organizational process review and organizational change management related to technology's solutions and strategic direction

    Reporting:
    Provides weekly updates on project status
    Prepares and maintains special reports as required
    Maintains records of system documentation

    Resources:
    Researches and evaluates SFPD systems, tools, and data
    Coordinates resources regardless if they are internal or external to SFPD
    Manages schedules and tasks for project resources
    Provides details of the organization's equipment, software, interfaces, and services as required
    Provides technical support to implement, test and operate systems as required
    Perform related duties and responsibilities, as assigned.
    How to qualify

    Education :

    An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

    AND

    Experience :

    Five (5) years of full-time experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.


    Substitution:

    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

    One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.


    Desirable Qualifications/Skills:

    The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

    Possession of a Project Management Certificate (PMP) that is maintained in Active status
    Experience as a Project Manager in amulti-agency environment
    Experience with government IT systems and contracts

    Background Investigation:

    Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate's suitability for employment.

    The investigation may include, but not be limited to:
    criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records.

    Reasons for rejection may include use of controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers,inability to accept supervision, inability to follow rules and regulations or other relevant factors.

    Candidates may be required to undergo drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting.

    Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified.
