    Under the general direction of the Chief Health Policy Officer, the Health Program Specialist I (HPS I) acts as a highly skilled program subject matter expert for health and behavioral health and is responsible for performing a variety of complex health program management and analytical tasks in the Health Policy Division, Office of Youth and Community Restoration (OYCR). The HPS I supports OYCR in the implementation of Senate Bill 823, Chapter 337, and Statutes of 2020, which promotes trauma responsive, culturally informed services for youth involved in the juvenile justice system that support the youths' successful transition into adulthood and help them become responsible, thriving, and engaged members of their communities. The HPS I performs special projects related to the identification, efficacy, development, implementation, and management of health programs for youth involved in the justice system. The incumbent supports the OYCR Health Policy Division to effectively identify and disseminate best practices and to help inform rehabilitative and restorative youth practices through education, physical and behavioral health, positive youth development, diversion programs, spiritual growth, re-entry programs, and services for survivors of crime.

    Working Conditions

    The work location is very convenient The CHHS office recently moved into the newly constructed Allenby Building at 1215 O Street in Downtown Sacramento. We are one block away from light rail and public transportation; within walking distance to the State Capitol, parks, restaurants, farmer's markets and the Golden 1 Arena. We offer an onsite cafeteria, coffee shop and a workout room. Our building has easy access to I-5, Highway 50 and Highway 80.

    This is a remote-centered telework position. A teleworker is considered remote-centered if they work fifty percent (50%) or more of their time from an alternate work location (e.g, employee's home).

    Special Requirements

    The Supplemental Questionnaire (SQ) will be used to pre-screen applicants for OYCRs Health Policy Division vacant HPS I position. The SQ must be no longer than three (3) pages in length, using 12-pt. Arial Font. Applications submitted without the SQ will not be considered for an interview.

    • Conveying complex messages in writing may require the creative use of graphics and other visual aids. Provide us with an example of when you developed graphics or visual aids in order to effectively convey a written message.


    • Describe your knowledge and expertise associated with interpretation and application of health-related laws, regulations, and programmatic oversight of a government and/or non-government program.

    Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.

    Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
