    Job Description


    The City of Burlington is currently looking to hire a full-time Assistant Director of Human Resources position to make it a staff of 6.5 positions supporting about 680 full-time and 343 part-time City positions.

    The purpose of this position is to provide principal assistance to the Director in managing and evaluating department programs, functions, and activities to ensure alignment with City and departmental goals.

    Position is exempt from FLSA and works primarily on-site in downtown Burlington.

    This position is for the competent, collaborative, communicative, compassionate, and confident professional who has the depth and breadth to perform difficult tasks as a professional.

    The ideal candidate will have knowledge of the philosophy, principles, and practices of public personnel administration, classification and pay experience, hands on past experience with recruitment and selection, and federal, state, and local laws pertaining to employment.

    They will also have experience consulting and advising in the areas of Employee Relations and challenges with DEI to ensure fairness in all aspects of the HR function.

    Examples of Duties


    Work with the HR Director to direct and manage a variety of activities and programs, assigns work activities, projects and programs, reviews and evaluates work products and meets with staff to resolve problems.

    Person is a subject matter expert with a breadth of experience leading staff, leading projects and making decisions based on analysis of data.

    Researches and uses a variety of software including Microsoft products, NeoGov, Tyler/Munis, etc. Demonstrates a keen ability to research and find data for accurate answers to include legal and peer networks.

    Manages and participates in the development and implementation of goals, objectives, policies and priorities for programs by developing strategic plans.

    Participates in the development and administration of assigned budgets in association with Director and CFO.

    Advises management and employees on human resource matters by attending meetings, interpreting and explaining laws, rules, policies and agreements and conducting investigations.

    Is an employee champion with a track record of ethical guidance and building trust.

    Provides special projects by conducting research and analysis and preparing recommendations, reports and presentations as a partner to the management groups.

    Reviews and drafts contracts, memorandums and other agreements.


    KEY PRIORITIES:
    Develop key and sustainable relationships with Department Heads

    Enhance the visibility and credibility of the HR Department

    Help to develop and document best practices in a dynamic HR organization.

    Qualifications

    Demonstrated ability to conduct comprehensive research of organizational policies and procedures, best practices and innovative techniques.

    Demonstrated ability to interpret, process and use complex workplace data and graphics with abundant information and/or challenging presentations including detailed charts, tables, graphs and forms and/or complicated diagrams or maps.

    Demonstrated ability to research program documents, narrative materials and develop reports from information gathered; shared with others and often presented to managers and peers.

    Demonstrated ability to analyze situations to pinpoint problems and assist with solving problems or identifying sources of obstacles.
    Past experience showing ability to analyze and interpret policy and procedural guidelines and to apply this understanding to tasks.


    Preferred Licensing and Certifications:
    IPMA-SCP or IPMA-CP, SPHR or PHR, SHRM-SCP or SHRM-CP or similar


    Education/Experience:


    Bachelor's degree and (5) to (7) years of progressively responsible Human Resources experience in several of the functional HR areas including experience in government environments or an equivalent combination of education and experience to successfully perform the essential duties of the job.


    Trainees will be considered if no qualified candidates exist .

    Physical Requirements

    Work in this class is described as being sedentary and seldom requires much physical exertion to complete tasks.

    Work typically involves the ability to physically perform the basic life operations functions of reaching, standing, walking, lifting, fingering, grasping, talking, hearing and repetitive motions.

    Employee regularly operates a variety of machinery and equipment, including telephones, computers, calculators, copiers, etc.

    Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading.

    Working conditions include inside environmental conditions.
