    Overview:

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsibilities:

    The Program Manager for Multi Weapon Systems (MWS) represents NNSS contributions to stockpile sustainment in support of surveillance and product realization efforts at recurring program reviews and regular data calls. This includes higher NA-12 reviews and data calls. These deliverables justify and align NNSS scope with FYNSP and FY funding allocations with the objective to provide value add recurring growth for NNSS. Additionally, the MWS program manager is the NNSS voting representative on the Product Realization Integrated Digital Enterprise (PRIDE) Program Management Team (PMT) and conducts recurring monthly meetings, data calls and regular Face to face events to define and prioritize development and operating costs of the mission application portfolio through the Scaled Agile Framework (SAFe) methodology. This includes representing NNSS within the Digital Transformation pillar working groups for Engineering Environment and the Digital Thread Action Group (DTAG) and supports ESN Hub integration with the infrastructure pillar representative. These roles provide insight to align other stakeholder input to several other PRIDE development areas. Additional bandwidth can engage and support PRIDE sub groups to include the PRIDE Architecture Team (PAT), Modernization, DAG, EDASH, etc. He/she will lead a matrixed program/execution management team to develop and carry out key collaborative and technical initiatives to include providing strategic direction and performance feedback for NNSS personnel supporting PRIDE scope specifically on the architecture and EDASH teams. The Program Manager for PRIDE will have budgetary responsibility and ownership of scope within the associated federal funding stream. It is expected that the Program Manager will help to ensure that integrated project management processes are aligned with industry best practices and consistently applied across this portfolio. Position minimum of 50% travel, domestically.

    Key Responsibilities:

    • Direct all phases of program for a single customer (e.g., NA-40) with a combined value of $100M+ across the Future Year Nuclear Security Program/Plan (FYNSP) (may be less based on complexity of scope, unique customer set, or visibility of program) from inception through completion.
    • Negotiates, evaluates, determines, and executes NA-12, MWS and PRIDE program management activities, reporting to the Director for Stockpile Experimentation and Operations Programs.
    • Leads, directs, influences and exercises extensive technical knowledge and expertise to identify and mitigate program risks and to evaluate and resolve significant technical issues pertinent for key complex program(s) and supporting projects.
    • Exercises extensive knowledge of programs and business processes to negotiate and establish achievable cost and schedule parameters for key and complex programs and/or reimbursable product/service programs and related program elements. Holds executing organizations including the associated project management functions accountable for cost, schedule, and performance elements of the portfolio to satisfy business and customer expectations.
    • Leads multiple aspects of financial planning, monitoring, reporting, scheduling, analysis, and preparation of technical/schedule information required for complex program/project planning in concert with SEO management.
    • Performs a primary, first point of contact, technical, administrative and logistical liaison role with the Department of Energys National Nuclear Security Administration, the laboratories, and other integrated contractors.
    • Integrates customer needs with business competencies to drive growth in both existing and emerging markets.
    • Participates in strategic planning.
    • Represents the SEO Programs Director as delegated for some management responsibilities.
    • Assists the selection and development of programmatic resources.
    • Provides general management, oversight, and execution of ongoing Program and Project Excellence initiatives and continuous improvement across the business and execution within assigned complex program(s).
    • Serves as the primary Nevada National Security Site point-of-contact and liaison with program leadership in connection with NA-12, MWS, and PRIDE work.
    • Directs the work of employees assigned to the program from technical and/or administrative areas to include PRIDE Architecture, Enterprise Dashboards, Data integration, Business Intelligence and other focus areas.
    Qualifications:
    • Bachelors degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
    • Minimum of five years directly applied experience and knowledge including:
      • Program or project management processes, principles and architecture for multiple key programs with progressive history or responsibility and leadership.
      • Estimation methods, critical path analysis, technical market analysis and contemporary.
      • program management trends and practices.
      • Computer science or application development experience preferred.
      • Agile scrum/kanban experience preferred.
    • Experience with NA-12, MWS, and PRIDE work.
    • Minimum of 50% travel, domestically
    • Linking customers, program, finance, engineering and operations functions to achieve program viability
    • Outstanding communication, interactive, presentation, negotiation and liaison skills with the ability to staff, direct, and develop employees.
    • Project Management Institute Project Management Professional (PMI PMP) certification preferred.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must possess a valid drivers license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, Personnel Security. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, Workplace Substance Abuse Programs at DOE Sites, will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, Counterintelligence Evaluation Program.

    Annual salary range for this position is: $144,560.00 to $231,

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
