    Summary These positions are located with Bonneville Power Administration in Operational Delivery and Performance (TOII) organization, Internal Operations Management Office (TOI), Transmission System Operations (TO), Transmission Services (T).

    A successful candidate in the Program Analyst position will provide analysis and assistance in planning and evaluating the Transmission Continuous Improvement Program Implementation, Human Organizational Performance activities, and After Action Review functions.


    Responsibilities As a Program Analyst, you will:
    Utilize various risk mitigation formats to achieve knowledge transfer goals. Support on the development of error-reduction tools for implementation of human organizational performance improvement strategies for employees and contractors. Conduct analysis to assess the effectiveness of, and provide recommendations for reliability program outcomes, priorities strategies and implementation plans.

    Provide trend reporting of the systemic drivers impacting the safe and reliable business operation to mitigate inadvertent actions or disoperation.

    Facilitate the resolution of misoperation events to support the technical implementation of corrective actions within the organization.

    Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS:

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service.

    Specialized experience for this position is defined as experience in conducting studies and analyses to 1) facilitate problem-solving and make recommendations on improving program policies and procedures to enhance business process, 2) provide support for organizational performance activities to ensure reliability requirements, and 3) identify reliability risks involved in the business operation error-prevention. "Experience" refers to paid and unpaid experience.

    Examples of qualifying unpaid experience may include:

    volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

    Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration
