    Management and Program Analyst - Portland, United States - Bonneville Power

    Summary This position is located in the Program Management Office (PMO) of the Chief Administrative Office (CAO)(N), Bonneville Power Administration (BPA).

    The purpose of this position is to serve as a management and program analyst responsible for administrative analytical and evaluative work related to CAO initiatives and programs and as an analyst and advisor to the Deputy Chief Administrative Officer and staff on the effectiveness and planning of the organization's mission and objectives.

    Responsibilities As a Management and Program Analyst, you will:
    Plans and coordinates Chief Administrative Office (CAO) projects. Coordinates CAO Program Management Office (PMO) related events by engaging speakers, vendors, and executive sponsors. Collect and analyze data to make recommendations for enhancing the efficiency and effectiveness of programs and procedures. Establish and track metrics that measure process performance across time.

    Identify, develop, and analyze data required for the management of CAO programs and activities as well as compliance with state and federal mandates.

    Provide status updates for ongoing implementation measures and metrics and subsequent internal controls metrics.

    Participate in the development of BPA-wide strategies, including updates and coordination of existing strategies, and policies for all CAO programs.

    When required, monitor contractor activities to insure contractors execute project plans on time, meeting deliverable milestones within budget and with satisfactory quality.


    Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS:

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.


    Specialized experience for this position is defined as:
    Experience 1) performing a full range of project management, budgeting, and financial control functions, including preparation of proposed plans, milestones, and schedules for the development and oversight of program budgets, 2) serving as an analyst responsible for planning, organizing, and conducting, projects, studies, and other initiatives, 3) providing advice, counsel, guidance, presentations or briefings to management, staff and senior executives on all aspects of assigned projects. "Experience" refers to paid and unpaid experience.

    Examples of qualifying unpaid experience may include:

    volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

    Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration
