    SUPERVISORY DISTINGUISHED ENGINEER/SCIENTIST with Security Clearance - joint base anacostia-bolling, United States - Department of the Navy

    Summary You will serve as a SUPERVISORY DISTINGUISHED ENGINEER/SCIENTIST for Naval Research Special Programs at the Office of Naval Research.

    Duties * You will serve as the Supervisory Distinguished Engineer (SDE) for the Office of Naval Research, PMR-51. PMR-51 is the U.S. Navy Office of Low Observable and Counter Low Observable Policy, Technology, and Advanced Projects. * You will be providing strategic technical, programmatic, and managerial guidance to the PMR-51 organization.

    * You will provide input to the Naval Research Enterprise (NRE) and Office of the Secretary of Defense (OSD) Science and Technology (S and T) leadership.

    * You will provide highly advanced and unprecedented scientific and technical guidance and recommendations to top-level administrative and technical management officials within ONR, DON, DoD, other Government agencies, and academia.

    * You will perform and manage research and development in the physical, biological, medical, or engineering sciences as it relates to ONR's mission.

    You will be subject to random testing.

    * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

    You must be able to travel on military and commercial aircraft for extended periods of time. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

    * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

    Demonstrated ability in planning and directing significant R&D programs with an emphasis on the development and coordination of critical technology investments to lead technical experts.

    Knowledge of a broad range of engineering and/or physical sciences, especially as related to research and development in the area of LO/CLO technologies.

    2. Demonstrated ability to formulate and guide R&D programs that are complex and advance the field. Experience with providing technical assessments of weapon systems, in accordance with DoD Capabilities and Export Policy. 3.

    Uses diplomacy when appropriate and effectively prepares and delivers communications, including those that may be sensitive, at appropriate level for multiple/various audiences.

    Ability to, and expert in, integrating multidisciplinary and joint service efforts, which will result in synergistic benefits to the DoD's R&D programs.

    4. Exhibits depth of S&T expertise to set standards for risk and promise.

    Knowledge of and ability to formulate and guide a technology-based, systematic approach to solving large, complex problems containing both technical and operational issues, specifically projects associated with low observable/counter low observable technologies.

    Degree:
    Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university.

    To be acceptable, the program must:
    (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

    Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

    The adequacy of such background must be demonstrated by one of the following:

    (I) Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
    (II) Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
    (III) Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
    (IV)


    Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

    Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

    (The above examples of related curricula are not all inclusive.) OR For 1301 General Physical Sciences Series:

    Successful completion of a degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


    OR For 1501 Mathematics Series:

    Successful completion of a degree in mathematics, statistics, or actuarial science; or a combination of education and experience demonstrated by coursework that is equivalent to a major in mathematics, statistics, or actuarial science (at least 24 semester hours), plus appropriate experience or additional education.
