    Classification Description Summary


    Under administrative direction, leads, plans, directs, manages, coordinates, and oversees the activities and operations of the Maintenance & Operations Department included within the street, sewer and storm drain, fleet, and facility maintenance divisions; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the Assistant City Manager.

    The incumbent in this position is involved in the decisions of management affecting collective bargaining.

    Essential Functions

    The following duties are typical for this classification.

    Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


    Assume full management responsibility for all Maintenance & Operations Department services and activities included within the streets, sewer and storm drain, fleet, and facility maintenance divisions.


    Develop, implement, direct and manage the Maintenance & Operations Department's goals, objectives, priorities, and strategic initiatives for each assigned operational area; review and evaluate work methods and procedures; review and approve work programs, policy recommendations and special reports.


    Assign projects and programmatic areas of responsibility; review and evaluate work products; and ensure that department efforts are supportive of the organization-wide goals and/or strategic priorities.


    Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.


    Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.


    Plan, direct, and coordinate, through subordinate level staff, the Maintenance & Operations Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.

    Screen, interview, and select new employees in accordance with established policies, procedures, and guidelines.

    Supervise, plan, coordinate, and assign projects and areas of program respon­sibility and monitor progress.


    Plan, coordinate and provide training to staff to ensure that all staff members are informed and properly prepared to carry out assigned functions.

    Evaluate the performance of staff, providing regular feedback regarding quality and quantity of work performed; pro­vide employees with the guidance and direction needed to correct deficien­cies; and work with employees to help improve individual and operational productivity.


    Lead, oversee, manage and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; direct the preparation and implementation of budgetary adjustments, as necessary.

    Provide input into capital improvement projects for the construction of public infrastructure.


    Direct the negotiation and drafting of agreements and contracts with consultants, contractors and other governmental agencies; actively conduct or participate in the process for highly complex and/or sensitive projects.

    Provide staff assistance to the Assistant City Manager; prepare and present staff reports and other necessary correspondence. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues.


    Represent the Maintenance & Operations Department to other departments, appointed and elected officials, outside agencies and com­munity groups; interpret and explain maintenance and operations programs, poli­cies and activi­ties; coordinate assigned activities with those of other departments and outside agencies and organizations.


    Keep informed of new trends and innovations in the fields of Maintenance & Operations as it pertains to streets, sewer, storm drain, fleet and facilities by participating in professional group associations, boards, committees and commissions; incorporate new developments as appropriate.


    Provide consultation and oversight to citywide strategic planning efforts and participates in planning/design teams to develop direction, recommendations, and strategies for Executive Team development and citywide improvement initiatives; participates in Executive Team meetings.


    Respond to and resolve difficult and sensitive citizen inquiries and complaints regarding capital improvement projects and maintenance activities; provide recommendations to City Engineer on final decisions on variances to City standards and approval of use for new materials and methods.

    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the knowledge and abilities would be:


    Education/Training:


    A Bachelor's degree from an accredited college or university with major course work in engineering, construction management, public administration, or a closely related field.


    Experience:


    Ten (10) years of progressively responsible maintenance and operations of public infrastructure, public works, and/or engineering experience including three (3) years of management and administrative responsibility.


    License or Certificate:
    Possession of an appropriate, valid driver's license.
