    Scope of Position:

    With direction provided by a Staff Services Manager I in the Consumer Services Bureau, Heir and Special Claims Section, the incumbent performs complex analytical duties, acts as a lead on projects, and provides consultative services related to the Unclaimed Property Program. The incumbent also prepares complex information used in the development, implementation, and monitoring of program operations, as well as assists staff in analyzing and evaluating the most complex claims for unclaimed property and estates submitted to the Bureau. Unclaimed property includes cash, securities, and safe deposit box contents. This is the full journey level analyst. Duties include but are not limited to the following:

    Duties and Responsibilities:

  • Analyze and evaluate independently the most complex Heir claims referred by Staff Services Analysts and Management. Perform detailed research as needed to evaluate and interpret complex documents including, but not limited to, Wills, Trusts, Tables of Heirship, Final Decrees of Distribution, and Letters of Administration/Testamentary submitted by executors, trustees, attorneys, heir finders, and/or the heirs of deceased owners submitted with the claim package as evidence in proving entitlement to unclaimed property.
  • Ensure appropriate distribution of property can be made to claimants, and approve or deny claims for payment following all applicable laws and rules governing the program and utilization of policies, procedures, and processes related to the detection and prevention of fraudulent claims payment as well as the applicable probate code. Act as a subject matter expert.
  • Analyze and interpret complex documents such as Articles of Incorporation/Dissolution, Merger Agreements, Partnership Agreements, Bankruptcy Filings, Letters of Authorization, Indemnification Letters, and Declarations of Loss which requires an understanding and knowledge of Corporate Actions such as Mergers, Bankruptcies, Dissolutions, Forfeitures, Suspensions, Sale/Purchases, and Subsidiary Relationships to determine entitlement to unclaimed.
  • Review claims identified as needing additional information and/or evidence, provide feedback, communicate deficiencies, make recommendations, and provide training to staff on an as-needed basis in a lead capacity. Research and develop unclaimed property processing procedures, and identify updates needed to the Claims Requirements List.
  • Provide assistance in the development and continuous improvement of curriculum and materials used to train staff on the evaluation of complex claims. Run designated system reports and provide data to management. Act as a liaison to the Claims Support Unit (CSU) in the research and training of new or revised claim processing policies and procedures related to the detection and prevention of fraudulent claims.
  • Provide sensitive and detailed program information to departmental officials, employees, and claimants regarding the Unclaimed Property Program, procedures, and policies. Provide guidance to the public, Corporate Executives, Public Administrators, and Investigators to resolve difficult problems. Manage independently the centralized email boxes for the unit and respond to the most complex inquiries from holders and claimants.
  • Manage associated timeframes for contacts and responses in accordance with established policies and procedures.
  • Work on the most complex and/or sensitive projects that have a direct impact on the efficiency and/or effectiveness of the Bureau. Function as a program expert for the Bureau, working closely with management and staff from other units, in matters relating to claims submitted to the Bureau. Represent the Bureau while on teams and in work groups, that have divisional, departmental, and/or statewide impact on the Unclaimed Property Program.
  • Resolve claimant issues elevated by unit staff. Resolve issues involving Duplicate Payments, Redeposits, Replacement Payments, and resolve corrections identified during the Quality Assurance Review process. Provide inventory, time, and production data to management as requested.
  • Process other property and claim types as needed. Assist claimants with their claims at the public counter.
  • Required Hours:
    Monday – Friday, 8:00 – 5:00 Qualifications:

  • Demonstrate a high degree of initiative and analytical ability.

  • Ability to deal with multiple tasks, changing priorities and coordinate concurrent assignments efficiently and independently.
  • Ability to provide customer service utilizing effective and professional communication.
  • Must be dependable, punctual, and flexible to work under demanding conditions.
  • Proficient typing and word processing. Strong experience with MS Office Suite (Outlook, Word, Access), with moderate to advanced experience in Microsoft Excel.
  • Ability to work quickly and accurately under pressure.
