    The Metropolitan Council's Occupational Health Department (A unit within Human Resources) has one (1) vacancy for a full-time DOT Drug and Alcohol Program Compliance Coordinator.

    This position is located at the Heywood Office in Minneapolis.

    The Human Resources Occupational Health Unit (A unit within the Human Resources Dept.) promotes a safe and healthy workplace for employees, their family members, and the public who are impacted by the workplace environment.

    How your work would contribute to our organization and the Twin Cities region:


    The DOT Drug and Alcohol Program Compliance Coordinator,provides regulatory oversight, administration, implementation, and operation of the Council's Federal Drug-Free Workplace Program, DOT Drug and Alcohol Programs, and non-DOT testing conducted per Minnesota Statute.

    This position also acts as one of the Council's Designated Employer Representatives, which requires on-call availability on a rotating basis.

    This position is eligible for a hybrid (some remote and frequent onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

    What you would do in this job


    • Assist in administering the Federal and State Drug-Free Workplace Program. Assist in managing the Council's FMCSA, FTA, FRA, and non-DOT drug and alcohol testing programs.
    • Monitor the performance of service agents and the program's Third-Party Administrator.
    • Ensure compliance with DOT testing standards for pre-employment testing, random testing, post-accident testing, return-to-duty testing, and follow-up testing.
    • In collaboration with each division, draft drug and alcohol-related procedures and train managers to administer applicable drug/alcohol policies and procedures.
    • Regularly review drug testing pools in order to ensure that all regulated and non-regulated safety-sensitive positions are included in their respective pools, and that employees transferring between divisions/pools are appropriately tested on a pre-employment basis.
    • Function as an internal subject matter expert for the Council's DOT-regulated drug & alcohol programs; serve as subject matter expert in a grievance and/or arbitration settings.
    • Audit drug and alcohol recordkeeping; assist in preparing annual summaries and/or MIS reports.
    • Participate in internal and external audits of the Council's drug and alcohol programs.
    • Remain up to date in federal and state drug and alcohol testing regulations, statutes and protocols.
    • Travel (Frequently) to conduct on-site field visits to the Metropolitan Council facilities throughout the region.
    What education and experience are required for this job (minimum qualifications)

    Education/Experience

    Any of the following combinations of experience in a DOT drug and alcohol program coordinator/administrator role and completed education (degree field of study transportation management, safety management, logistics, business management, project management, or a related field):


    • High school diploma/GED with seven (7) years of experience
    • Associate degree with five (5) years of experience
    • Bachelor's degree or higher with three (3) years of experience
    This position requires a valid Driver's License.

    What additional skills and experience would be helpful in this job (desired qualifications):


    • Knowledge of and experience with DOT drug and alcohol regulations.
    • Experience acting as a Designated Employer Representative (DER) for a large safety-sensitive workforce employer.
    • Experience interacting with senior and executive-level management in matters regarding the administration of a drug and alcohol testing program.
    • Willingness to assist all levels of staff, management, and government agencies at the highest level of professionalism.
    • Experience fostering equity, diversity, and inclusion competency and understanding.
    What knowledge, skills, and abilities you should have within the first six months on the job:


    • Knowledge of Council drug and alcohol testing processes/procedures.
    • Excellent interpersonal and customer service skills.
    • Strong administrative and organizational skills.
    • Intermediate computer skills in Microsoft Office Suite, including SharePoint.
    • Skilled in Excel spreadsheet development and statistical reporting.
    • Ability to synthesize complex information and present it accurately and concisely in an easy-to-understand format to diverse audiences.
    • Ability to work independently.
    • Ability to share information in a collaborative (team-based) environment.
    • Ability to interpret and administer organizational policies and procedures.
    • Ability to plan, initiate, and complete complex assignments with varying priorities.
    • Ability to read and interpret documents such as federal and state regulations, operating and maintenance instructions, and procedure manuals.
    • Ability to communicate effectively, orally, and in writing, to internal and external stakeholders.
    • Ability to analyze information, identify and define problems, create solutions, and make sound decisions.
    • Ability to maintain a high level of confidentiality and sensitivity.
    • Ability to be flexible and professional in an environment characterized by peak workloads and stressful circumstances.

    $34.70-$52.36 Hourly/$72,176 - $108,909 Annually
