    Job Summary

    The Budget and Compliance Coordinator manages the Health Equity Bureau's (HEB) daily budget, financial, and operational support while developing continuous quality improvement solutions to internal operational processes and issues and participating in equitable grant and procurement legislative policy development. This role assists the Assistant Commissioner for Health Equity with budget and compliance initiatives and HEB internal budget management.

    This position provides leadership, coordination, consultation, and technical assistance to management analysts in the HEB for the design, implementation and monitoring of the Bureau's compliance with regulations, quality assurance and financial performance improvement activities. The position will also provide quality improvement, performance improvement, regulatory, and compliance expertise to ensure that HEB programs and services comply with federal and state regulations, legislative requirements, and applicable court orders.

    Projects managed are of high visibility and have agency-wide scope that may require long-term management of efforts and activities. The HEB works with large number of grantees and contractor and presents a large, complex, and challenging project management environment spanning across an array of programs, policies, protocols, practices, rules, laws, and various professional/technical specialties.

    Principal Responsibilities include:
    • Provide compliance project management leadership, guidance, and technical expertise to HEB, managers, and other staff members using all relevant state and federal regulations, and standards of practice and resources; deploying project management tools and methodologies that will support and enhance funding utilization, compliance, and efficiency.
    • Implement MDH's fiscal policies, processes, and controls and prepare Health Equity Bureau (HEB) budget forecasts and legislative budgets with bureau leadership.
    • Coordinate development of HEB budgets and support program managers and staff in budget matters, acting as a liaison between programs and MDH Financial Management.
    • Conduct reviews, risk assessments, and root cause analyses in a proactive manner to help identify the factors for variation in performance and outcome. The analyses include recommendations and corrective action plans to prevent future non-compliance and/or harm, and to improve the processes and systems that would decrease the likelihood of future adverse events/incidents.
    Qualifications

    Minimum Qualifications
    • A minimum of three (3) years of experience that includes finance experience for a large or complex (multiple division) organization.
    • High-level of technical knowledge of public sector finance and/or grants experience sufficient to plan, organize, direct, implement, reform, initiate, and explain complex laws, rules, policies, and practices.
    • Experience developing, implementing, and maintaining finance policies and procedures.
    • Experience managing complex projects.
    • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
    • Understanding of Accounting Principles and budgeting processes.
    Preferred Qualifications
    • Experience with large enterprise-wide systems such as the State of Minnesota's accounting and/or budget systems, including the ability to extract data for reporting and analysis.
    • Knowledge of the state legislative process; public policy-making processes; and state government structure and functions.
    • Direct experience managing complex processes involving many entities with various roles.
    • Demonstrated ability to communicate complex financial topics and work effectively with others, including senior level agency staff, legislators, legislative staff and other professionals.
    • Experience functioning as a subject matter expert.
    • Advanced level of enterprise service data for budgets, forecasts and actual billing data.
    • Ability to review, analyze and evaluate business operations and recommend new or revised procedures.
