    The Senior Vice President & Chief Government Relations Officer (SVP & CGRO) provides strategic oversight and is responsible for government affairs strategies that advances SMCH's mission and goals at local, regional, state, and federal levels. Responsible for the day-to-day management and relationships with governmental and legislative bodies and individuals. Provides coordinated efforts, research, and activities in the legislative and political arenas on behalf of Stanford Medicine Children's Health. Operating at the local, state, and federal levels, the SVP & CGRO will be a thought partner to leadership, advising – proactively and reactively – on public policy and legislative efforts and positions that effectively to advance SMCH priorities. Works with Senior Leadership in the development of proposals and strategies to advocate and lobby for SMCH priorities with local, state, and federal government levels. The role will provide supervisory oversight for program staff and priority setting. Collaborates with organizational senior leadership on community relations efforts. This position oversees the Volunteer Services functions and ensures that the program is designed to meet the needs of clinical departments, follows all legal, regulatory and Joint Commission requirements.

    Must perform all duties and responsibilities in accordance with the hospital's policies and procedures, including its Service Standards and its Code of Conduct.

    Partner with the President and CEO, and SMCH's other senior leaders to develop strategies, tactics, and policy positions that enhance the legislative and public policy agendas of SMCH.

    Create and execute the government relations strategy for SMCH. Keep fully informed on issues and concerns. Provide leadership, direction and content on positions and response.

    Anticipate and advise President and CEO and SMCH administrators on the public affairs implications of current events, developments in healthcare policy, and actions and policies contemplated by SMCH. Shapes and influences legislative programs and other critical business issues in alignment with SMCH goals and objectives.

    Align government relations efforts to the organization's overall strategic goals to help define concise priorities for the government relations function.

    Collaborate seamlessly and coordinate efforts with Stanford University, School of Medicine, and Stanford Hospital on Government relations affairs.

    Engages with associations and other advocates and advocacy organizations to develop and advocate on/for issues to improve child and maternal health policy. Builds relationship at the local, state, and federal level to influence and lobby for SMCH's interests. Protect and enhance essential government funding, i.e., Medicaid.

    Develop and maintain effective working relationships with elected governmental officials, their staff, and advisors, and facilitate SMCH's efforts in the legislative and public policy arenas.

    Coordinate with the community benefits manager to facilitate strategy development and manage SMCH executive and physician participation in strategy implementation when needed.

    Serve as a primary spokesperson for SMCH on government relations matters.

    Build a network of key external stakeholders who can support strategic policy objectives. Advocate with public officials to advance or defend the SMCH mission, as necessary.

    Act as a liaison between SMCH senior management and the local, state, and national policy consultants, and with governmental affairs representatives from other institutions.

    Plan engagements with federal, state, and local government centers, ensuring SMCH leaders are meeting with key government leaders. Create briefing materials as needed and conduct appropriate follow up.

    Supervise relevant public reporting requirements for SMCH advocacy efforts.

    Build the government affairs team to best in class, ensuring the team is meeting the organization's government relations objectives.

    Maintain consistently high standards of excellence, honesty, integrity, and professionalism in all that the government affairs function does.

    Collaborates with senior leadership and provides input to implement grass tops and grassroots community outreach programs to educate, inform and motivate community leaders, members, and organizations to become advocates for hospital.

    Minimum Qualifications

    Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

    Education : Bachelor's degree in a work-related discipline/field from an accredited college or university.

    Experience : Ten (10) of relevant experience working at all levels of local, state, or federal government. Graduate degree in law or public policy is a plus. Experience in the health care industry or hospital setting preferred

    License/Certification : None required.

    Knowledge, Skills, & Abilities

    These are the observable and measurable attributes and skills required to perform successfully the essential functions of the job and are generally demonstrated through qualifying experience, education, or licensure/certification.

    Expert knowledge of local, state, or federal government, and familiarity with community issues/concerns. Knowledge of healthcare and health policy, and regulatory requirements related to healthcare compliance.

    Expertise in government relations at the local government, state, and federal level to influence health policy, Medicaid reforms, and to lobby for SMCH.

    Experience working closely with C-level hospital/healthcare executives, physician leaders and medical staff. Proven ability to provide leadership, direction and content on positions and response.

    Demonstrated track record of building and sustaining internal relationships and serving as a spokesperson for a hospital or healthcare environment.

    Highly collaborative, collegial, and passionate leader who leads through listening and building relationships.

    Ability to play "offense" and "defense," creating innovative solutions to promote SMCH's interests, while also defending SMCH against harmful policies and regulations. Anticipate challenges before they arise and advise senior management accordingly.

    Experience as a lobbyist or employed as an aide/advisor to an elected or appointed government official with working knowledge of the political system and political process at the federal, state, and local levels.

    Excellent communications skills and presence at all levels and for all audiences, nationally and internationally.

    Knowledge of Stanford or an institution of comparable size with multifaceted roles as a premier university, major employer, best in class health care system, substantial trust, landholder, and public policy stakeholder

    Experience building a government affairs team – attracting, identifying, and selecting talent that meet the long-term needs of the organization.

    Ability to manage diverse teams and constituents in complex organizations where it is necessary to consider competing interests and differing points of view.

    Pay Range

    Compensation is based on the level and requirements of the role.

    Salary within our ranges may also be determined by your education, experience, knowledge, skills, location, and abilities, as required by the role, as well as internal equity and alignment with market data.

    Typically, new team members join at the minimum to mid salary range.

    Minimum to Midpoint Range (1.0 FTE): $350,000 - $375,000
