    JOB SUMMARY:

    Directs the Motor Vehicle division activities and staff in the administration of collection of ad valorem taxes and related functions. Directs and supervises the collection of taxes or title and tag applications. Supervises workloads, scheduling, implementing recommendations, and analyzing overall effectiveness of the department. Administers and oversees training programs to ensure compliance with State and Federal laws, rules and regulations.

    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

    Manage costs of divisional MV budget and expenses.

    Collaborate with other Deputies divisional needs.

    Develop divisional goals and monitor progress towards goals of division within Office's vision, mission and values.

    Administrates the development and implementation of long- and short-term plans, goals, and objectives for motor vehicle division.

    Research, assess and develop strategies to meet current and future needs; and makes recommendations regarding needed changes, modifications and/or enhancements.

    Directs scheduling of supervisors to minimize overtime by using flexible scheduling within the day based on observed peek hours of operation or seasonal increases.

    Conducts divisional and management staff meetings to update and inform employees of cross training efforts and new policies and procedures. Implements new hire motor vehicle training and off-site DOR training for Agent II and Supervisors.

    Directs activities and staff engaged in collection of ad valorem taxes and related activities such as tag sales, title registrations, and transfers.

    Manages and sets up new log in to new staff and resolves resetting existing staff with passwords.

    Approves recommendations for reassignment of duties and providing input for performance evaluation.

    Serves as lead authority within division to include resolving errors or problems, handling difficult customers, advising Tax-Tag Supervisor on policies or procedures for unusual situations, and advising on current tax or tag regulations.

    Investigates complex customer service issues and problems: responds to and resolves questions, complaints, or requests for service not resolved by subordinate managers; researches customer concerns and payment discrepancies; and provides assistance, information, and interpretation related to divisional procedures, services, fees, calculations, adjustments, tax laws, or other issues.

    Develops and implements training to assure all motor vehicle employees are informed of correct procedures and or changes in laws, rules, and regulations governing collection of ad valorem taxes.

    Ensures work activities are in compliance with local, state, and federal rules, regulations, laws, codes, and ordinances; reviews specific processes, documents and taxpayer interactions; identifies problems and violations; initiates problem resolution and process changes to correct deviations; and evaluates proposed legislation for potential impact on County systems and finances.

    Compiles data for further processing or for use in preparation of divisional reports; and maintains computerized and/or hardcopy records; prepares and submits reports as requested to Tax Commissioner.

    Forecasting data to predict divisional needs to include: staffing, training and budgeting requests.

    Work with Auditor on compliance with mandatory IRS 2290 annual reporting.

    Liaison to the Georgia Department of Revenue and Tax Commissioner Office as an authority on Motor Vehicle regulations.

    Liaise with law enforcement and judicial system regarding various legal matters relating to the titling and registration of motor vehicle.

    Administration of in-office lobby transactions, dealer commercial services, Customer Interaction Center – call center, satellite offices and off-site kiosks for quality control and compliance.

    Administration of divisional offices and general duties including: staffing, training and adhering to Tax Commissioner Operational Agent Consistency policies and procedure manual.

    Manages, monitors, and participates in the processing of a variety of transactions involving purchase orders, payment vouchers and other related materials or functions.

    Directs implementation and training of State or Tax Commissioner Office tax or tag computer software.

    Overseas, maintains and analyzes various records and statistics for forecasting and planning purposes.

    Analyzes and makes recommendations on ergonomic and safety issues concerning employees under direct supervision.

    Participates in the RFP process to include preparing bid documents, making recommendations regarding vendor selection and monitoring contracts and agreements.

    Regular and predictable attendance is required.

    Performs related duties as required.

    MINIMUM QUALIFICATIONS REQUIRED:

    Education and Experience:

    Bachelor's Degree in related field or Master's Degree (Preferred)

    Four years related experience, with at least two years experience in a supervisory capacity.

    Any equivalent combination of education and experience, which provides the minimum level of qualifications, stated above.

    Licenses and Certifications:

    None.

    Knowledge, Skills, and Abilities:

    Knowledge of supervisory and training techniques and methods.

    Thorough knowledge of County and State laws and regulations governing property taxes or automobile tag regulations.

    Knowledge of accounting principles and concepts.

    Ability to use spreadsheet software to analyze and track data.

    Ability to comprehend and apply tax rules, regulations and collection procedures.

    Ability to make mathematical computations and tabulations with speed and accuracy.

    Ability to plan, assign, and direct the work of others.

    Ability to communicate clearly and effectively, both orally and in writing.

    Ability to establish and maintain effective working relationships with employees and the public.

    Ability to attend off-site overnight training seminars.

    ADA Minimum Qualifications:

    Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

    Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 25lbs.

    Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

    Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

    Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
