    Senior Manager Purchasing - Seattle, United States - The Port of Seattle

    At the Port of Seattle, we anticipate making salary offers between the minimum and midpoint of the salary range. Offers will be based on experience similar to the Port job being applied for as well as a review of pay rates for Port employees performing similar work. Salary ranges are under review and subject to change.

    As the Senior Manager, Purchasing, you will provide leadership and strategic advice to the Port and senior management and manage the Purchasing Section within Central Procurement Office (CPO) and the Port.

    • You will lead a team of 13 professionals responsible for the procurement and management of purchasing goods and purchased services, including the Port's P-card program from acquisition planning to contract close-out.
    • You will be responsible for planning, establishing roles and responsibilities, hiring, supervision, performance evaluation, quality control, and assignment of work. You will provide feedback, training, setting clear expectations and development. Demonstrates managerial courage.
    • You will provide leadership, direction, and analysis on Port strategies, legislation, policies and procedures, supplier management, and process improvements. You will work with Port stakeholders and deliver sustainable decisions, and solutions to problems, and manage change.
    • You will be an Innovation driver, advances a continuous improvement culture, developing data driven process improvements, integrating key metrics and measurement, and sustaining change, encouraging the same from staff.
    • You will have a strong understanding of relevant portions of the Revised Code of Washington, laws and federal regulations related to procurement and contract administration practices.
    • You will develop and manage execution of procurement process including development of solicitation and contract documents, evaluation and selection of firms, negotiations, and management of contract.
    Who you are:
    • Experienced - You have ten (10) years of experience of increasing responsibility related to procurement (public works, consulting, and/or purchasing) and contract management responsible for procurements and administration of construction, APW, purchasing or consulting services contracts and seven (7) years of experience managing managers/supervisors and/or direct reports with delegated authority to execute contracts.
    • Educated - You possess a Bachelors degree.
    • Desired - We hope you possess professional certifications from National Institute of Government Purchasing (NIGP) or the Universal Public Procurement Certification Council (UPPCC) and a Master's degree.

    • Knowledgeable - You are skilled in assessing and implementing procurement and construction contracting methods, theory, and best business practices. You are effective in researching, analyzing, interpreting, and applying contract laws and regulations.
    • Agile - You can make tough or difficult decisions and handle complex or ambiguous situations effectively adding clarity and understanding. You know how to determine the immediacy of assignments and prioritize responses.
    What else you need to know:
    • Work Schedule - Your normal work schedule will be Monday - Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
    • Work Environment - This work will take place in a hybrid remote/in-office setting at Management's discretion.
    • Grade Review - The pay range and grade for non-represented positions are under review and subject to change as part of the Port's work to implement a new pay program. This review is intended to ensure that positions are aligned with the new program that will be implemented in early 2024.
    • Washington State Residency Requirement - Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
    • Security Requirements - As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
