- Oversees the consolidation of all USS functions and capital projects into a comprehensive 5-year financial plan and quarterly projections files for submission to the University Budget Office.
- Oversees direct and indirect reports in the development of the annual operating budget for Student Services related to the undergraduate population on the Homewood Campus including:
- Partner with the Vice Provost of Admissions & Financial Aid, AVP of Student Financial Services, and Central Budget Office to establish an annual budget and 10-year plan that aligns with the University's Financial Aid strategy. Incorporate prior year trends, the impact of regulatory changes (Title IV), changes in institutional aid programs (e.g., Baltimore Scholars, Clark Scholars, etc.), changing student demographics, and other variables.
- Incorporate budget recommendations from the Associate Director of Finance responsible for housing, dining, and conference services into the overall annual divisional budget and five-year plan.
- Develop divisional budgets and 5-year plan for the operational activities that support the undergraduate student population on the Homewood Campus.
- Monitors divisional and interdivisional activity to ensure proper recording. (e.g., campus space charges, University administration allocations, and interdivisional reimbursements.
- Monitors divisional reserve balances for compliance with university fund balance policies.
- Oversees the Finance Manager and Assistant Director of Business Solutions in the maintenance of salary data for 700 staff members, to accurately budget, project and create scenario planning related to an annual compensation. Identify, analyze, and report on variances.
- Performs trending and forecasting to aid in generating projections, identifying potential risks to the budget, and ensuring sufficient funding for strategic initiatives.
- Oversees the preparation of additional financial reports, reconciliations, and analyses for the USS Finance portfolio.
- Prepares year-end closing figures, prepares accruals as necessary, and analyzes variances for submission to the Central Budget Office and Student Affairs leadership.
- Works with department administrators and directors to resolve deficit balances and other financial reporting/compliance/audit issues.
- Collaborate with Vice Provosts, Deans and Directors to resolve funding shortfalls.
- Develop policies and procedures to ensure accurate accounting and administration of revenues and expenses and to provide adequate internal controls.
- Oversee the authorization of transactions to ensure expenditures are following JHU and Student Affairs policies and governmental regulations.
- Oversee the process of loading budgets into SAP.
- Oversees the set-up, monitoring, and management of USS Gifts and Endowments in coordination with the Development Office.
- Oversees Presidential Matching Program.
- Oversees the tracking, managing, and reporting on the use of endowment funding to support recruiting, marketing, and academic and career support services for first-generation, low-income students.
- Work with Departmental Administrators to ensure that endowment payout and gift funds are spent in accordance with the donor's intent.
- Report available balances to Student Financial Services annually and upon request.
- Handle special projects at the direction of the Senior Director.
- Support and assist Senior leadership team with strategic planning. Perform "deep dives" to determine available capital, debt capacity, and opportunity cost (e.g., housing & dining; athletics & recreation).
- Oversee the Assistant Director of Business Solutions in the delivery of strategic communications, financial reporting, and data analysis.
- Provide strategic direction to the Assistant Director of Business Solutions in the interpretation of budgetary, financial, and related organizational metrics to provide scenarios and recommendations to USS financial decision-makers.
- Convey communication outcomes and recommend data analytic tools to the Data Management Team to drive team success in distilling complex financial models into comprehendible leadership stories.
- Oversee the Assistant Director of Business Solutions and the Finance Manager in designing and maintaining a USS Finance and Operations intranet site using SharePoint to create easy access to meaningful financial and operational information for USS constituents.
- Supervise two (2) direct reports– including an Assistant Director for Business Solutions and a Financial Manager and 3 indirect reports (2 Sr Financial Analysts and a Budget Analyst)

We are seeking a Director of Finance & Administration for University Student Services who will be responsible for managing the financial functions of University Student Services by assisting the Senior Director of Finance and Operations and the Associate Vice Provost of Finance and Administration in the leadership of the University Student Services Finance Office. This includes management and oversight of financial operations, reporting, budget preparations, projections, staffing, and high-level financial analysis for a $375 million budget.
The operating budget under management supports student services across all nine of the JHU schools and includes Student Affairs, Admissions and Financial Aid, Integrative Learning and Life Design, Student Health and well-being, Student Enrollment and Account Management/Office of the University Registrar, and the Center for Diversity and Inclusion.
There are several major and many minor capital projects that are part of the budget. The upcoming capital budget averages $90M annually, with the most significant projects being the completion of the new Johns Hopkins Student Center and the Housing and Dining Master Plan.
The Director of Finance directly supervises the USS Finance Manager and the USS Assistant Director of Business Solutions, indirectly supervises 3 additional finance staff as well as partners with the Sr. Director of talent management for the full USS Finance Team.
