    Hudson County Community College (HCCC) is an award-winning, comprehensive urban college serving one of the most historic and ethnically diverse areas of the United States.     HCCC has three campuses located just minutes from Manhattan: the Journal Square campus in Jersey City and North Hudson Campus in Union City are adjacent to vital transportation hubs; the Secaucus Center has abundant parking. Fully accredited by the Middle States Commission on Higher Education, the College offers courses and classes in a wide variety of disciplines to the people and businesses of Hudson County, one of the most ethnically diverse areas of the United States. The College was recently recognized with the 2021 Association of Community College Trustees (ACCT) Northeast Regional Equity Award, and the 2021 INSIGHT Into Diversity's Higher Education Excellence in Diversity (HEED) Award. In 2016 the Gabert Library was one of three academic libraries in the United States to receive the Excellence in Academic Libraries Award from the Association of College and Research Libraries (ACRL), and in 2019 the HCCC Tutoring Center received the Frank L. Christ Outstanding Learning Center Award for Two-Year Institutions. In 2019, the College joined Achieving the Dream, a network of high achieving community colleges, part of its expanding effort toward continuous improvement in student success.

    HCCC has partnerships with every major four-year college and university in the greater New Jersey-New York area and beyond, accommodating seamless transfer of credits for further undergraduate and graduate education.     Department / Division Introduction

    The Division of Continuing Education and Workforce Development is an exciting and entrepreneurial office within the College, which offers a wide variety of non-credit classes, courses, seminars, and training for the community. These offerings are focused on revitalizing careers, upgrading skills and credentials, growing businesses, and pursuing pastimes and passions. Additionally, the HCCC Center for Business & Industry (CBI) is the area leader in developing and delivering educational classes and programs for Hudson County's businesses, organizations, and individuals.

    The Director will manage educational classes and skill building programs through federal, state, local, and privately funded grants. The Director provides strategic leadership and direction to the College's effort to maximize and develop apprenticeship programs, sector-specific skills training, certification programs, and creating pathways to degree programs and career opportunities. The Director manages the College's workforce pathways programs, including building and maintaining relationships with local employers, government, and non-profit agencies. The Director acts to further the institution's goals towards diversity, equity, and inclusion.

    Reporting directly to the Associate Vice President of Continuing Education and Workforce Development, the Director works collaboratively with community members, Hudson County government, non-profit and educational partners, small businesses, entrepreneurs, employer partners, CEWD staff, instructors, academic departments, and student services to successfully implement workforce pathway programs and classes.

    The Director will have both internal and external responsibilities, ranging from project management, program administration, strategic planning, new course development, partner development, social media, and community engagement. The Director will work closely with the Associate Vice President to chart the department's future growth and strategic response to an ever-increasing demand for workforce classes and programs leading to certification, degree pathways and career opportunities.

    Position Responsibilities
    • Responsible for the strategic vision, management, and evaluation of the College's workforce pathway offerings. De velopment of short- and long-term strategic planning initiatives.
    • Promote, lead, and manage all aspects of day-to-day management, planning, administration, and operations associated with workforce pathways programs including recruitment, selection, hiring, training, supervision of staff, and evaluation of the workforce team.
    • Set performance goals and provide professional development opportunities to assist team in meeting established benchmarks.
    • Partner with Academic Affairs and College leadership to build and expand innovative workforce training programs that create pathways from non-credit to credit learning experiences within flexible, stackable, career-relevant credentials.
    • Grow enrollment by building new programs and seeking grant opportunities.
    • Assess emerging trends and work with government agencies, businesses, and other organizations to determine training needs and oversee the development and implementation of new programs to meet those needs.
    • Develop and lead advisory committee meetings to engage employers, deepen relationships, and obtain feedback on alignment of curricula with workforce needs.
    • Develop and deploy marketing strategies and materials to support programs and provide internal and external community and student awareness of programs.
    • Actively network, research and assess needs to create events and outreach opportunities for promotion of workforce pathway programs.
    • Resolve student, faculty, and staff concerns. Facilitate communication between and among concerned parties to resolve conflicts expeditiously.
    • Develop and monitor the workforce pathways fiscal plan in collaboration with the Associate Vice President and Director of Continuing Education and Workforce Development that includes an operational budget and a projected budget within the framework of the vision, mission, and strategic direction of the College.
    • Monitor the P & L and analyze the annual operating budget to ensure effective fiscal management and efficient cost control systems.
    • Represent the College in workforce and economic development committee meetings, affinity groups, and other entities as appropriate.
    • Ensure the delivery of quality professional enrichment courses, customized courses, events and comprehensive educational services to business, industry, government agencies, and community members.
    • Conduct analysis of workforce and continuing education needs based on information from business and industry partners (non-credit certificate programs, industry specific licensure, certifications and other credentials) and lead the development of new programs and offerings.
    • Use data analytics to inform and update stakeholders on progress towards enrollment, gross and net revenue generation, and program quality.
    • Develop, implement, and monitor policies and procedures and ensure that they support the goals and objectives of the Division.
    • Work with HCCC Office of Communications to promote workforce pathway services, create promotional materials and catalogs, and contribute to the CEWD Happenings page.
    • Work with HCCC Website Services to build and maintain workforce pathway webpages.
    • Perform other duties as assigned.
    Position Requirements
    • Bachelor's degree required in any industry/field.
    • 5 Years related work experience in grant management/administration and budgeting/fiscal management. Experience in higher education regarding issues related to student supports, persistence and completion, workforce development, low-income and first-generation college populations.
    • Technology Skills including database management, spreadsheets, video conferencing, email management, word processing, electronic presentations and/or knowledge of Salesforce.
    • Ability to build and maintain relationships and partnerships, customer services skills, and marketing skills. Attention to detail and ability to write well.
    • Flexibility to serve the evolving needs of internal and external constituents, community, and changes in the labor market.
    • Strategic thinking including attention to program challenges, contribution of ideas, having a vision and setting goals.
    • Knowledge of state, federal, and/or local funding guidelines and impeccable reputation with regard to ethics and integrity.
    Preferred Qualifications
    • Master's (or higher) degree in Business Administration, public policy, or related field.
    • Previous management experience of a grant portfolio with a multi-million budget.
    • Bi-lingual: Spanish/Arabic languages are a priority for the community.
