    INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAY GRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED.This position is responsible for working with County senior management, Executive Team, department directors and other management staff, community partners, other governmental agencies, and granting agencies in the administration of a comprehensive grants management, coordination, and collaboration program for the Board of County Commissioners (BOCC).

    Responsibilities include developing and maintaining a pre-planning grants process, and applications specific to the County's capital and operating grants enterprise.

    The position will ensure all grant opportunities have met application requirements and strategically align with the County's priorities.

    Reviews and analyzes new grant opportunities and applications to determine if they align with County strategic priorities.

    Evaluates the costs and benefits to the County as a result of grant opportunity matching requirements, operating costs, and any grant related program expansion.

    Seeks to recover indirect costs if allowed and determines long-term program sustainability. Evaluates whether General Fund revenues are necessary to support projects.
    Develops and writes grant proposals to obtain available government and private funding from various programs and projects. Obtains assistance of outside consultants procured by the County to prepare more technical or complicated grants.

    Provides direction in the establishment of grant planning/development program that provides support and guidance to departments' financial and program staff in the management of grant programs to ensure controls and systems are in place to comply with applicable statutes, regulations, policies, procedures, and contracts.

    Offers pre-planning and technical assistance for County departments and community partners.

    Technical assistance will include reviewing applications to ensure grant requirements are met, assisting with narrative edits, creating timelines, liaising with grantors, helping align grant applications with County priorities, and providing assistance with budget details.

    Crates, manages, and directs the use of a centralized grants management, tracking, and reporting system to provide strategic information and underlying detail to the BOCC, Count Manager, County departments, and other agencies in order to monitor grant applications, draw-downs, reporting and performance activities for all gran programs managed under the BOCC.Works with staff to ensure programs are implemented in the most efficient and effective method for proper data collection, accurate and timely reporting and to ensure delivery of required outcomes,Directs and manages the establishment and maintenance of a resource library on available grants and completed grant applications.

    Develops policies/procedures/systems for the effective administration of grants to ensure compliance and effective internal controls.
    Performs other duties as assigned/necessary which are related, or logical in assignment to the position.


    Minimum QualificationsEducation:
    Bachelor's Degree in Business Management, Public Administration, Financial Management, or related field


    Experience:
    Six (6) years of experience performing at the level outlined in the primary essential job functions. An equivalent combination of education, and/or experience may be considered in lieu of required education or experience.


    Miscellaneous:
    Must possess and maintain a valid Florida Driver's License. Local government experience is highly desirable.

    Knowledge, Skills and Abilities Comprehensive knowledge of federal, state, and local financing sources, as well as the capacity to identify potential funding sources.

    Knowledge of federal or state grant processes including financial and programmatic reporting. Knowledge of budget, finance, and project management systems.

    • The capacity to prepare financial and budget grant reports and interpret financial data.
    Exceptional written and verbal communication skills. Highly organized with attention to detail.

    The capacity to maintain confidentiality when handling personal information, such as employee pay or prospective projects, may be required for some grants.

    The capacity to meet and exceed imposed deadlines. Ability to manage complex functions with stakeholders, managers, supervisors, professionals and other staff.
    Ability to manage enterprise-wide programs to achieve broad organizational goals and objectives.
    Ability to use considerable initiative, think independently, and exercise sound judgment.

    Ability to serve as an internal consultant to senior management and present information and data to County, and stakeholder staff.

    Ability to analyze data and present ideas and information effectively, both orally and in writing.

    PHYSICAL DEMAND REQUIREMENTS:

    Physical Demand:

    72 Medical Health Reimbursement Account (HRA): The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses

    State-of-the-Art Employee Wellness Center:
    The County provides a private health center for County Employees and eligible dependents.

    The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite.

    Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.

    Employees who are enrolled on the County's Medical plan have access to the Employee Wellness Center on day one of employment.

    The Wellness Center is available to patients 8 years of age and older.


    Basic Life Insurance Policy:

    At no cost to the employee, equal to one time the employee's annual salary, rounded to the next thousand dollars.

    Employees can opt to buy additional Life Insurance.


    Short-Term and Long-Term Disability:
    At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.

    Membership in the Florida Retirement System:
    This benefit cannot be easily matched by a traditional 401k plan

    • Senior Management %The Florida Retirement System (FRS) offers two retirement plans - the Investment Plan and the Pension Plan.     Employee Assistance Program (EAP): EAP provides confidential counseling and referral services to employees and their family membersat no cost.
