    The Mayor's Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy.

    MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy.

    MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.


    About the Role:


    MOCJ is seeking a highly motivated, detail-oriented Deputy Executive Director with excellent project management and communication skills for the Capital Projects team to help implement MOCJ's Justice-related Capital portfolio.

    Reporting to the Executive Director of Capital Projects, and working with the Capital Projects Senior Coordinator, the Deputy Executive Director will help implement the City's Criminal Justice master planning and capital portfolio, including the Borough-Based Jail (BBJ) developments and NYC Courthouse projects.


    The ideal candidate will be an experienced project manager leveraging technical acumen and industry expertise to drive and oversee design initiatives, and perform a wide range of project oversight, coordination, programmatic, research, and administrative duties.

    Project Management


    • Provide excellent project management: lead and supervise project consultants, oversee project implementation, maintain project records, develop and review RFPs, and ensure the City's limited resources are deployed appropriately.
    • Represent MOCJ for all Borough-Based Jail (BBJ) facility developments, working with a large group of City agencies and technical consultants to build modern and humane jail facilities as part of the Closing Rikers Island plan. Actively participate in various BBJ weekly project planning and design meetings, identify impacts, and recommend solutions consistent with program requirements, objectives, legislation, and policies.
    • Oversee ongoing design and construction work for the City's Courts project portfolio and 10-year capital plan. This includes budget and contract oversight, auditing invoices and change orders, meeting facilitation, coordination with City and State partners, and project site visits as needed.
    • Work with the Courts, District Attorney's offices, local Criminal Justice agencies, OMB, and other City agencies to assess operational needs and address building problems.
    • Develop and document the progress of multi-agency project strategies, pilots, and contracts that support public safety and well-being through the improvement of the City's built environment and civic assets.
    Interagency Coordination


    • Manage relationships, collaborate, and communicate effectively with City and State agency partners to ensure that various elements of the project are coordinated, including but not limited to OCA, DASNY, DDC, DOC, CHS, DCAS, DCP, and OMB.
    • Champion MOCJ's vision, values, and strategic goals by cultivating excellent relationships with City and State partners, consultants, and Justice-Involved stakeholders.
    • Support MOCJ representation at community meetings and public forums as needed.
    Research & Strategic Initiatives


    • Conduct research for evidence-based approaches to design and public safety, to support MOCJ's work and help advance high-priority and politically sensitive initiatives.
    • Develop and implement creative pilot projects that support public safety and improve existing civic assets through strategic design and/or community engagement initiatives.
    Minimum Qualifications


    • Do you have a baccalaureate degree from an accredited college or university?
    • Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
    • Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
    • Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
    Preferred Skills


    • A baccalaureate degree from an accredited college advanced degree preferred - Minimum 6 or more years of professional experience in project management, government and/or nonprofit administration, architecture, planning, design activism, spatial justice, placemaking, or other relevant fields. - Knowledge of NYC's building and construction codes, local laws, and operational agencies, as well as NYC design, planning, policy, and political landscape. Knowledge of the NYC Criminal Justice system is a plus. - Excellent interpersonal skills, oral and written communication skills, including public speaking. - Proficiency in Microsoft and Adobe programs Bluebeam and/or AutoCAD is a plus - Commitment to diversity, equity, inclusion, social justice and public service, and the ability to effectively work with diverse populations. - Proven ability to work well independently and cooperatively with teams. Excellent organizational, time-management, and multi-tasking skills, ability to take initiative, problem solve, balance competing priorities, pay close attention to detail, and work well under pressure.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment.

    However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
