    Join usPSI seeks a Chief of Party (COP) that will be responsible for leading successful project implementation throughout the project lifecycle from start-up to close-out of the anticipated $25 million USAID-funded DRC Rural and Peri-Urban Sanitation Activity.

    The Activity will implement high impact interventions that strengthen sanitation markets to increase sustained access to and use of basic sanitation services.

    The Activity will also build sanitation markets through interventions in the areas of sector governance, demand creation, finance, and supply side strengthening.

    Finally, the Activity will prioritize local capacity building, including a transition of implementation responsibilities to local entities.


    The COP will be accountable for delivery of all aspects of the projects, including technical implementation, financial and administrative compliance and oversight and supervision of project staff.

    They will oversee project team to ensure that country level implementation is provided with a high standard of excellence, achieving its set goals and targets and within budget.

    The COP will also provide high level technical thought leadership and has the managerial capacity to strategically manage risk, monitor finances and ensure each phase of work is started or completed on time.

    The COP will be responsible for using evidence to improve project design and implementation.

    As the leader of a single-country project, the COP will liaise with national stakeholders, such as Ministry of Health officials And will serve as the primary point of contact for the project donor and also assures the strategic alignment of the project with PSI Global Strategy.


    Salary Range:
    $102,000 (MINIMUM) - $127,000 (MID-POINT) - $152,000 (MAXIMUM)

    The annual base salary range reflected above is in USD.

      Actual base salary compensation may vary and will be determined by factors such as a candidate's qualifications, experience, internal equity, external market analysis, and other business factors permitted by law.

      Hiring above the mid-point of the range would not be typical in order to allow for potential future salary growth.

    • Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.
    Your contributions


    • Program Leadership & Management, including financial oversight, compliance, and management of a consortium of partners (if applicable): 35% of Time:
    • Ensure sound financial management, including programmatic budgeting, spending projections, and monitoring of payments in compliance with USAID standards
    • Ensure high-quality periodic reporting in line with USAID and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports, etc.)
    • Oversee the development and implementation of a rigorous learning agenda
    • Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.
    • Oversee the design and implementation of a sanitation project that includes strengthening sanitation governance, developing the sanitation market, increasing access to financing, and accelerating the adoption of key sanitation behaviors.
    • People Management - Develop and manage a team that includes members of diverse backgrounds, including finance, marketing, monitoring, evaluation, and learning, to successfully co-create and support sustainable models for water and sanitation. 15% of Time
    • Thought Leadership / Knowledge Management and Technical Leadership on the project (unless the project has a Technical Director) - Provide expertise in developing and executing sustainable solutions for increasing demand and supply of sanitation products and services, including research on existing markets and barriers to growth; contribute to supporting the design and dissemination of innovative solutions for sanitation products in DRC, including providing effective guidance and support to technical members of the in-country management teams and staff assigned to the project. 15% of Time
    • External Representation - Spearhead engagement and capacity building of local institutions and partners; facilitate senior-level policy and dialogue with the sub-national governments and relevant Ministries and partners. 10% of Time
    • Internal Representation and coordination - Lead internal and external program planning and reporting, including annual work planning with sub-award partners. 10% of Time
    • Fundraising (with non-project funds). 5% of Time
    • Donor Liaison - Serve as the main point of contact/representative of the project to USAID. 10% of Time

    What are we looking for?


    • Master's Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent.
    • At least 10 years related work experience in public health or related field. Equivalent combination of relevant education and experience may be substituted.
    • At least 5 years supervisory experience.
    • At least 7 years program management for global health projects in low or middle-income countries (LMICs) preferred.
    • At least 5 years in the relevant technical field of the project preferred.
    • At least 3 years living and working in LMICs preferred.
    • Proven success in management of complex operations, under specific donor awards and procedures, in a challenging, developing country environment.
    • Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
    • Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.
    • Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of workplans.
    • Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams.
    • Experience developing capacity of government entities, staff, and other organizations.
    • Demonstrated experience in managing government and donor relations.
    • Ability to work effectively and sensitively in a cross cultural context.
    • Strong written and oral communication skills in French and English.
    • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
