The Water Global Practice (Water GP) has been established to support regional, national and sub-national clients develop and implement integrated and strategic approaches to address the increasing complexity associated with water supply, sanitation, water resource, hydro-power, and irrigation through partnership, finance and knowledge.

Within increasing demand, the Water GP is currently responsible for a portfolio of about US$ 21.3 billion and another US$ 7.1 billion of water operations managed by other practices.

A key responsibilities of the Water GP is to provide professional expertise and operational support in implementation of the WBG's twin goals to deliver sustainable development results through the WB supported operations.

Moreover, the Water GP conducts analytical services and advisory activities (ASA) to assist in the design and implementation of improved policies, the strengthening of institutions, and inform development strategies, all aimed to contribute to national, regional, and global development agendas.


The Water GP's Unit in Latin America and the Caribbean (LAC) is looking to further enhance its capacity to support ongoing and future work on droughts across the region.

With droughts becoming increasingly frequent and severe in LAC, and their profound socio-economic impacts critically affecting various productive sectors and livelihoods, the Water GP's Unit in LAC is leading a Regional ASA that aims to inform national and regional strategies to strengthen drought resilience through a holistic and proactive approach (Annex 1).

In its initial phase, this analytical effort focused on a physical characterization of droughts and their impacts at regional level, including an overview of their effects in the economy.

Given the cross-sectoral impact nature of droughts, the water team is also collaborating closely with other sectors on the development of this Regional ASA.


The Water Management Specialist will be based at the World Bank Headquarters Office in Washington DC and will report to the Water Latin America and Caribbean Practice Manager, currently based in Lima, Peru.


  • Support teams in the planning, preparation and supervision of ASA services, including responsibilities for ensuring adherence to World Bank's operational policies and quality requirements in technical and fiduciary due diligence; organizing the work of consultants hired by Task Team Leaders (TTLs), preparing briefing materials, and followingup on portfolio issues.
  • Contribute to the development of the diverse activities of the ongoing Regional ASA services on droughts, including essential data collection and management, preparation of inputs to major reports, independent research and analysis, and assisting in coordination of activities with other GPs across the bank supporting/involved in the Regional ASA initiative.
  • Participate in Bank missions, and independent discussions with counterparts on selected issues identified by TTLs working on the Regional ASA on droughts.
  • Plan and organize workshops, dissemination activities and other learning events associated to the initiative.
  • Other analytical or operational tasks as agreed with the Task Team and/or the Unit's Manager.

Selection Criteria

  • A Master's level degree, in a field relevant to water resources management, including environmental economics, water resources/environmental management, hydrology, or other related fields from an accredited university.
  • A minimum of five years of relevant professional experience in water resources management or hydrology, acquired within government agencies, bilateral or multilateral development organization, private sector, or nongovernment organizations.
  • Demonstrated knowledge and experience working on the topic of drought and water scarcity.
  • Experience in coordinating and/or managing multidisciplinary initiatives, preferably in the field of water management.
  • Capacity to identify relevant knowledgesharing spaces and successfully lead the coordination and logístical arrangements for dissemination activities.
  • Demonstrable effectiveness in producing excellent comprehensive report writing (authored reports/papers published in international peerreviewed journals).
  • Experience working with international organizations and with multisectoral teams is highly desirable.
  • High level of energy, initiative, and flexibility in quickly adjusting to changing work program requirements.
  • Excellent oral and written communication skills in English and Spanish.
  • Ability to effectively dialogue with and relate to clients
