    The Role: Presidio Federal has an exciting opportunity for a seasoned professional in Proposal Operations to join the Federal business in Reston, VA. This individual will hold a Senior Manager role and will be responsible for leading and managing proposal operations to ensure efficient knowledge management and standardized processes. The position requires strong leadership skills combined with hands-on tactical execution, including mentoring staff and managing details. The Senior Manager will collaborate closely with capture, sales, solution architects, and operations personnel to develop and deliver high-quality proposals.

    Key Duties and Responsibilities:
    • Lead the establishment and management of enterprise-wide proposal operations, ensuring consistency and alignment with core capabilities and values. Periodically assess, recommend changes to, and fully document proposal and capture processes based on company growth strategy.
    • Contribute to enhancing the company's competitive position during the Capture and early phases by collaborating with the capture team to analyze the competitive landscape and develop winning strategies.
    • Oversee compliance with proposal knowledge management processes and develop/maintain centralized proposal libraries or other reusable knowledge databases.
    • Develop SharePoint for proposal collaboration and document management.
    • Create compliance matrices, proposal schedules/calendars, and proposal volume templates.
    • Design training modules in proposal processes, methods, and techniques.
    • Supervise and mentor proposal staff, assigning support to opportunities based on availability and fit.
    • Assist in developing bid and proposal cost estimates and oversee tracking of bid and proposal funds.
    • Lead the initiation, development, and completion of responses to Requests for Proposals (RFPs) and support the development of associated products.
    • Provide proposal strategy guidance and support to internal customers on solicitations issued under various contracting vehicles.
    • Ensure thorough planning for all proposal pipeline opportunities.
    • Support Capture in defining proposal themes and strategies, generating writing assignments, and contributing to After Action Reviews.
    • Assist in bid/no-bid decisions and lead/support proposal color reviews.
    • Provide desktop publishing, editing, and formatting support for proposal volumes as needed.
    • Perform other duties as assigned.
    Position Requirements

    Required Knowledge, Skills, and Abilities:
    • Strong leadership, problem-solving, and decision-making skills, backed by experience and knowledge.
    • Ability to gain internal support, operate independently, and establish solid working relationships.
    • Excellent written and oral presentation skills, with the ability to communicate technical concepts persuasively.
    • Proactive, customer-focused, and capable of interacting professionally across all levels of personnel.
    • Excellent time and resource management skills, with the ability to work under tight deadlines.
    • Strong management skills to facilitate results across functional groups.
    • Detail-oriented and able to work in a fast-paced environment.
    Minimum Requirements:
    • Proven ability to analyze RFP requirements and support development of win themes and value propositions.
    • Understanding of all aspects of the Federal acquisition process and ability to interpret and respond to competitive RFPs.
    • Minimum 10 years' experience in procurement proposal environment, including supervisory responsibilities.
    • Experience with proposals exceeding $100M in total value.
    • Demonstrated experience in implementing and executing proposal development processes.
    • Knowledge of the acquisition life cycle phases of Federal Government contracts and programs, FAR requirements, and proposal evaluation processes.
    • Bachelor's degree compatible with job responsibilities.
    • Excellent oral/written communication skills.
    • Proficient in Microsoft Office applications (Word, Excel, PowerPoint).
