    JOB SUMMARY/OBJECTIVE:

    The Site Director (SD) for Choctaw Premier Services (CPS) assumes a critical leadership role in overseeing all aspects of site operations and contract management, ensuring alignment with organizational objectives and customer requirements. Serving as the primary interface with government personnel, the Director fosters effective communication and collaboration to promote transparency and accountability. With a focus on resource optimization, the Site Director coordinates personnel, technical, and financial resources to meet contract requirements effectively. The SD oversees staffing assignments, technical resource management, financial resource management and allocation to support project implementation, and execution. By ensuring compliance with contract requirements, regulatory standards, and organizational policies, the SD drives operational excellence and customer satisfaction. With strategic oversight and leadership, this position plays a significant role in delivering overall value to customers and stakeholders while achieving project objectives and organizational goals.

    PRIMARY RESPONSIBILITIES:

  • Lead customer program reviews, and coordinate personnel, technical, and financial resources to meet contractual obligations.
  • Lead comprehensive program reviews with customers to assess progress, address concerns, and ensure alignment with contract requirements and customer expectations.
  • Coordinate personnel assignments, ensuring that the right individuals with the necessary skills and expertise are assigned to specific tasks and projects according to contract requirements and project expectations.
  • Ensure all resource allocations and project activities are in compliance with contract requirements, regulatory standards, and organizational policies and procedures.
  • Maintain a consistent presence at the facility throughout the contract lifecycle, providing leadership and support to all contracted personnel.
  • Adhere strictly to cost, schedule, and technical performance metrics for programs and projects.
  • Supervise and coordinate the activities of contracted personnel, analyzing information from various sources to identify emerging threats, assess risks, and determine appropriate response actions.
  • Manage and allocate resources, including, personnel, equipment, supplies and funding to support response and recovery operations.
  • Conduct training and exercises to ensure readiness for response and recovery operations.
  • Ensure the availability and readiness of necessary resources to effectively respond to mission-critical operations.
  • Develop and maintain emergency response plans, protocols, and procedures to ensure readiness for various types of incidents.
  • Conduct training and exercises to test response capabilities and enhance preparedness among facility staff and external partners, including government agencies, community organizations, and private sector entities.
  • Act as the primary interface with government entities, ensuring effective communication and compliance with contract requirements.
  • Facilitate weekly coordination meetings with the COR to deliver concise operational status updates and align future support plans effectively.
  • Provide quarterly contractor briefings on contract operations, including logistics, purchasing, and financial status, ensuring delivery of presentation materials to COR at least seven (7) days prior to briefing.
  • Maintain asset visibility for all equipment items in a government-accessible database determined and provided by the contractor.
  • Attend briefings, conferences, and other government-designated meetings to represent the organization's interests and maintain collaboration.
  • Create and execute a comprehensive plan outlining the management of government furnished equipment and warehouse stock inventory for the duration of the contract.
  • Design and implement a purchasing system to procure services, equipment, parts, and supplies in alignment with contract requirements.
  • Ensure COR approval is obtained prior to disseminating any contract-related information, including inputted, stored, generated or archived data, to the contractor's corporate or off-site offices, government activities or agencies, other contractors, or private parties.
  • Forecast, strategize, and implement operational contingency plans and organizational adjustments to reallocate resources effectively, mitigate the impacts of changes, and enhance material readiness utilizing existing facilities and equipment.
  • Ensure the sustained capacity to uphold requisite levels and durations of operational activity to accomplish mission objectives, preserve material readiness, and promptly restore normal operations following temporary fluctuations.
  • Establish and update a facility layout locator for warehouse equipment, ensuring optimal storage conditions and implementing proper handling procedures to prevent equipment damage, deterioration, or theft.
  • Develop and maintain Standard Operating Procedures (SOPs) for contract management and functional areas, ensuring compliance with applicable regulations stated in the contract and undergoing annual review and receiving final approval from the COR.
  • All other duties as assigned.
  • MINIMUM QUALIFICATIONS:

  • Strong understanding of contract management principles, including cost, schedule, and technical performance.
  • Excellent communication and interpersonal skills, with the ability to effectively interface with government officials and internal stakeholders.
  • Demonstrated ability to lead and coordinate cross-functional teams to achieve project objectives.
  • Proficiency in project management tools and methodologies.
  • Knowledge of government contracting regulations and procedures.
  • Ability to adapt to changing priorities and work effectively under pressure.
  • Strong understanding of contract management principles, including cost, schedule, and technical performance, to ensure adherence to contract requirements.
  • Skilled in fostering collaboration and teamwork across diverse teams, promoting a culture of cooperation and shared accountability.
  • Aptitude for identifying and addressing challenges proactively, employing critical thinking and analytical skills to develop effective solutions.

  • Ability to obtain and maintain Secret security clearance.
  • United States citizen.
  • REQUIRED EDUCATION & EXPERIENCE:

  • Non-Military Personnel: Bachelor's degree in business administration, operations management, supply chain management or related field. Minimum of seven (7) years' experience in business administration, operations management, supply chain management or related field.
  • Prior Military Personnel: Senior Non-Commissioned Officer (NCO) with a minimum eight (8) years' experience, orCompany Grade Officer with minimum of three (3) years' experience in related field. Minimum of seven (7) years' experience in business administration, operations management, supply chain management or related field.
  • PREFERRED:

  • Non-Military Personnel: Master's degree in business administration, operations management, supply chain management, or related field. Minimum of ten (10) years' experience related to business administration, operations management, supply chain management, or related field.
  • Prior Military Personnel: Senior Non-Commissioned Officer (NCO) with a minimum fifteen (15) years' experience in related field, orCompany Grade Officer with minimum of five (5) years' experience in related field. Minimum of fifteen (15) years' experience in business administration, operations management, supply chain management, or related field.

  • PHYSICAL RESPONSIBILITIES:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to fifty (50) pounds at times.
  • Must be able to access and navigate each department at the organization's facilities.
  • Flexibility to work a rotating schedule as needed in the event of contingencies or as directed by management.
