    The Position

    The Regulatory Affairs Department is seeking a Water Resources Analyst.

    This position plans, develops, and implements policies and programs for compliance oversight related to Clean Water Services (CWS) surface and storm water, treatment plant, air quality, and industrial discharges.

    Additionally, this position will provide analysis and resolution of regulatory issues that may impact CWS programs, projects, and functions, recognize regulatory issues, analyze their actual or potential impact on CWS programs, and participate in their resolution.

    Finally, this position will develop solutions and recommend changes in policies and programs to resolve or avoid regulatory issues.

    This position will also draft regulatory correspondence including compliance letters, reports, and comments related to proposed regulations, maintain and complete processes used to ensure permit compliance including compiling information for annual reports.

    Essential Functions

    (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

    Provides technical and regulatory expertise on Federal, State, and local water quality rules, regulations, and policies. Prepares comments on proposed regulations as they would affect CWS. Serves as a technical resource and CWS representative with statewide agencies regarding regulatory issues that impact CWS. Supports and collaborates with other agencies to comment on and propose language for legislation, regulations, and policies.

    Participates with other Regulatory Affairs Department (RAD) staff responsible for environmental compliance oversight. Leads responses to specific regulatory actions as assigned.

    Supports the Long-Term Regulatory Compliance Strategy to identify environmental compliance needs and develops goals, targets, and programs to meet needs.

    Provides guidance on compliance processes. Supports drafting and compiling information for annual and ad-hoc reports to regulatory agencies. Serves as a legal resource to review contracts, memoranda, ordinances and provides comments, and suggest updates. Reviews and routes through the legal and procurement process. Drafts Intergovernmental Agreements (IGAs) with permit co-implementers, and participates in the annual review and adaptive management of IGA commitments. Supports CWS programs enforcement actions through review and drafting compliance orders. Leads response to enforcement actions taken against CWS.

    Works with affected programs to develop appropriate fact sets, processes for returning to compliance, and actions taken to prevent future noncompliance.

    Drafts timely response to regulatory agencies and ensures follow-up actions are undertaken. Develops, edits, and maintains Standard Operating Procedures (SOPs) related to Regulatory Affairs and compliance assurance processes.

    Researches, analyzes, and works with other CWS programs, co-implementer cities, regulators, and other municipalities to ensure SOPs are complete and accurate.

    Administers CWS regulatory permits participating in the development of permit applications or renewals.


    Serves as a regulatory liaison on permitting, NPDES compliance and wastewater, and/or TMDL issues including Intergovernmental Agreements with Permit Co-Implementers.

    Researches regulatory requirements and determines the impact to CWS policies and programs. Develops and recommends new programs or program improvements to CWS management staff. Represents CWS at meetings to discuss its programs. Coordinates responses to stated federal regulations, researches regulations, provides recommendations for responses. Ensures compliance on new regulations. Participates in the development of rules, regulations, and policies.

    Supports the team that is overseeing the planning and direction of the implementation of the MS4 Permit and collaborative work with the co-implementer cities.

    Drives a CWS or personal vehicle for work related purposes.

    Qualifications


    KNOWLEDGE OF:
    Principles and practices of project management Principles and practices of wastewater treatment and storm water management Theory and principles of water resource protection Principles, practices, and techniques of habitat design Principles and practices of contract management Pertinent Federal, State, and local laws, codes, and regulations Principles and practices of Federal and State environmental regulations including water quality permitting, guidance, and policies Principles and practices of water quality data analysis and modeling Principles and practices of environmental protection Advanced principles and practices of water quality/hydrology monitoring and control Contemporary best practices in industrial pretreatment


    SKILL IN:
    Gathering, analyzing, and interpreting technical data pertaining to wetlands, streams, riparian habitats, watershed and regulatory impacts, and treatment plant and industrial discharges Conducting studies, reviews, and evaluations to form accurate conclusions and projections Developing innovative solutions within available resources Use of computers and computer software including word processing, spreadsheets, and database


    ABILITY TO :
    Identify, research, and analyze complex regulatory problems in a technical environment Understand and evaluate new watershed management methods or environmental management strategies Understand and interpret pertinent policies, procedures, laws, and regulations Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS and other government officials, community groups, and the general public Operate effectively in a team environment Communicate clearly and concisely, both orally and in writing


    EXPERIENCE AND TRAINING GUIDELINES:
    Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.

    A typical way to obtain the KSAs would be:


    5 years of experience in the development, interpretation and application of environmental regulations in a highly regulated industry or in a regulatory agency or law firm, which includes writing regulatory reports.


    3 years of experience in a surface and storm water, wastewater treatment, or industrial discharge management program; industrial operations analysis; regulatory compliance; or implementing pretreatment regulations, including permitting, inspection, and enforcement.

    6 months of experience working with scientific, operational and technical staff in developing solutions to regulatory issues.


    College-level coursework in wastewater treatment technology, mathematics, statistics, quantitative analysis, chemistry, biology, microbiology, environmental engineering, environmental science, water resources, regulatory compliance, or a related field.


    CERTIFICATION AND LICENSURE REQUIREMENTS:
    Candidates must possess and maintain a valid State driver's license.
