- Supervise a group of public health professional leaders and provide clinical oversight of the WIC program.
- Monitor and analyze reports and work plans, including work/program output and outcome measures; prepare reports and grant proposals.
- Be an active leader in department strategic plan and accreditation processes.
- Develop budget recommendations and analyze, monitor, and control expenses at a program level.
- Manage and oversee WIC grants.
- Participate in emergency preparedness training, exercises, and responses.
- Bachelor's Degree in Nutrition, Dietetics, Nursing, Public Health, or related Human Services field; AND
- Three years community-based public health experience working in a WIC program; AND
- Valid Driver's license; AND

- Current licensure by the Minnesota Board of Dietetics and Nutrition Practice; AND
- Current registration by the Commission on Dietetic Registration as a Registered Dietitian or Registered Dietitian Nutritionist
- Registered Nurse Requirements:
- Current licensure as a Registered Nurse in Minnesota; AND
- Current certification as a Public Health Nurse
- Master's Degree in Nutrition, Dietetics, Nursing, Public Health, Business Administration/Management or related Human Services field.
- Two years supervisory experience.
- Supervise, manage, and monitor the operations of the WIC (Women, Infants, and Children) unit. Duties include management and oversight of the WIC grant and budget, coordination of WIC nutrition services and practice including breastfeeding policies and practices.
- Plan, initiate, and evaluate WIC plan, policies and practices including their application to public health, compliance with civil rights, data practices and other regulatory policies. Develop and implement required nutrition education and separation of duties plans.
- Provide ongoing consultation with State WIC and develop recommendations for and implement program policies and procedures, including work and program standards and outreach activities.
- Manage WIC caseload and funding within state requirement. Oversee all WIC administrative and programmatic requirements including use of WIC information system and data reporting systems.
- Resolve all complaints of program abuse by vendors and participants.
- Assure comprehensive orientation of new staff to WIC and other public health programs, departmental and professional standards, which include individual, community, and system levels of practice.
- Supervise and manage personnel including delegation of responsibilities, providing work direction and guidance, overseeing work products, building a team, and managing staff performance issues. Assures staff roles of nutrition education plan coordinator, breastfeeding coordinator, and high-risk competent professional authority (nutrition professionals) are filled by staff meeting Minnesota WIC policies.
- Develop and monitor budget, indirect rate approval, cost allocation for WIC claims, analyze quarterly reports and annual work plans, including work/program output and outcome measures; prepare program reports and grant proposals.
- Collaborate with State WIC, Health and Human Service agencies, medical and health systems/personnel, other public health units, Community Services, County departments, community agencies, and communities to: Increase awareness of WIC and other Public Health programs and resources and to coordinate service delivery.
- Provide leadership that supports Public Health accreditation, with an emphasis on performance management processes and measurements including quality assurance and improvement activities for the unit.
- Represent the Department and County to the public and to internal and external groups and organizations.
- Participate in emergency preparedness trainings, exercises, and responses.
- Knowledge of public health and public health nutrition principles including WIC and ability to carry out those principles in day-to-day professional practice.
- Knowledge of basic budgeting and financial management.
- Knowledge of federal, state, and local laws, rules, regulations, and policies pertaining to WIC and public health.
- Knowledge of governmental functions, including those of cities, school districts, and other parts of counties, state, and federal units.
- Ability to lead employees, including the ability to build and support a competent and effective work team to achieve public health goals.
- Ability to communicate effectively both orally and in writing.

A PUBLIC HEALTH SUPERVISOR FOR WIC (Women, Infants, and Children)serves as a leader on the Public Health Management Team, and in partnership is responsible for managing the WIC program.
This position will supervise WIC professionals and will coordinate all aspects of WIC program to improve the health and well-being of Dakota County residents.
The position supervises registered dietitians and nutrition specialists, interprets Federal/State WIC regulations, and oversees ongoing WIC budgets, contracts, grants, policies, and program initiatives.
Location & Schedule
This hybrid position offers telework and in-person work at our Northern Service Center in West St Paul, MN, and department representation throughout Dakota County.

WORK ENVIRONMENT:

Equipment used may include, but is not limited to, computer, printer, calculator, phone, copy and fax machine.
