POSITION DUTIES
This position serves as the Senior EEO Compliance for the Office of the Statewide EEO\rCoordinator to review EEO complaint appeals, conduct Maryland Whistleblower Complaint\rinvestigations, facilitate EEO compliance audits, and assist the Statewide EEO Coordinator and\rteam as needed.
This position also serves as a primary point of contact for statewide Fair\rPractices Officers, Equal Employment Opportunity Officers, and ADA Coordinators to answer\rquestions about policies, practices, and procedures.
This position also serves as the primary\rbackup for the Statewide EEO Coordinator as needed.\r\r\rReviews and investigates State employee discrimination complaint appeals and\r
whistleblower complaints and prepares clear, concise factually accurate and timely\r
investigative reports and final correspondence. (20%)\r
Conducts EEO Compliance Audits for 60 + agencies EEO programs to ensure compliance\r
with the Executive Order , State Personnel and Pensions Title 5 and\r
COMAR. (20%)\r
Works regularly with Fair Practices Officers, EEO Officers and ADA Coordinators,\r
Managers, and Supervisors from 60 + State agencies in providing up to date technical\r
assistance on all aspects of EEO laws, including recent legal decisions, guidelines, EEO\r
programs and policies, including the United States Equal Employment Opportunity\r
Commission (EEOC) and Maryland Commission on Civil Rights (MCCR). (20%)\r
Designs, develops, and facilitates EEO Compliance Trainings on topics such as Sexual\r
Harassment Prevention, ADAAA and Reasonable Accommodations for Fair Practice\r
Officers, EEO Officers and ADA Coordinators statewide so that they can successfully\r
facilitate amongst their staff at 60 + agencies. (15%)\r
Works in collaboration with the Statewide EEO Coordinator to design, develop and\r
coordinate professional development training opportunities for EEO Officers, Fair\r
Practices Officers and ADA Coordinators, including but not limited to the biannual 3-day\r
retreat:
quarterly ADA Coordinator trainings, and the EEO professionals group meeting\r
etc. (10%)\r
Assist the Statewide EEO Coordinator in reviewing and responding to proposed\r
legislative bills relating to fair employment practices. (5%)\r
Assist in preparing the Annual Statewide EEO Report as mandated by SPPA. Assist in\r
compiling and analyzing State workforce EEO data to produce the Statewide Local\r
Government Information (EEO – 4) survey as mandated by Public Law %)\r
Serves as the primary back-up for the Statewide EEO Coordinator as needed; attends\r
meetings with DBM leadership, responds to leadership requests in both written and\r
verbal form, completes all assignments as directed by DBM leadership; provides\r
guidance to fellow OSEEOC team members in the absence of the Statewide EEO\r
Coordinator as needed; signs and approves correspondence as needed.
(5%)\r\r\rThe candidate should demonstrate comprehensive knowledge of EEO laws, regulations,\rpolicies, procedures, programs and administrative functions, including the Executive\rOrder and any updates, Code of Fair Employment Practices, Title 5 of the\rSPPA and the federal laws and regulations to determine if discrimination in State\remployment or in the application for State employment has occurred).
\rMINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate
\rExperience:
Six years of administrative staff or professional work
\rNotes:
\r1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.\r2. Candidates may substitute the possession of a Bachelor's degreefrom an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r3. Candidates may substitute the possession of a Master's degree from an accredited college or universityfor five years ofthe requiredexperience. \r4.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r
